Assembly Regular Meeting
January 18, 2024
A regular meeting of the Kodiak Island Borough Assembly was held on January 18, 2024, in
the Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were
Borough Manager Aimee Williams, Borough Clerk Nova M. Javier, and Assistant Clerk Irene
Arellano.
1. INVOCATION
The invocation was given by Anthony Furio of the Salvation Army.
2. PLEDGE OF ALLEGIANCE
Mayor Arndt led the Pledge of Allegiance.
3. STATEMENT OF LAND ACKNOWLEDGEMENT
We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we
acknowledge the 10 tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture
that enriches our community to this day.
4. ROLL CALL
Present were Mayor Scott Arndt, Assembly Member Steve Ames, Jared Griffin, Larry
LeDoux, Scott Smiley, James Turner, and Bo Whiteside

SMILEY moved to approve the agenda and consent agenda.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.

The following spoke under citizen comments:
• Lindsey Knight, Chamber of Commerce Board member, spoke about Coast
Guard We Applaud you day and thanked the Assembly for the proclamation.
8. AWARDS AND PRESENTATIONS
A. Proclamation Declaring U.S. Coast Guard We Applaud You Day
Mayor Arndt proclaimed February 9, 2024, as U.S. Coast Guard We Applaud
You Day urging citizens to recognize our Coast Guard community for their

individual and collective efforts in making Kodiak and all the navigable waters of
Alaska a safer and better place to live, work, and play.
9. COMMITTEE REPORTS
• Assembly member Griffin reported on the Health and Facilities Advisory Board
recent meeting. He announced that he was approved to join the SWAMC board.
10. PUBLIC HEARING
A. Ordinance No. FY2024-13 Amending Title 3 Revenue And Finance, Chapter
3.30 Contract, Purchase, Sale, And Transfer Procedures, And Section 3.30.020
Limitation On Manager's Authority To Increase The Spending Authority From
Twenty -Five Thousand To Fifty Thousand Dollars
SMILEY moved to adopt Ordinance No. FY2024-13.
SMILEY moved to amend Ordinance No. FY2024-13 by substitution with
Version 2.
Mayor Arndt opened the public hearing. Hearing and seeing none, Mayor Arndt
closed the public hearing and reconvened the regular meeting.

SMILEY moved to adopt Resolution No. FY2024-14.

SMILEY moved to amend Line 26 of Resolution No. FY2024-14 by changing the
amount from 11.5 Million to 54.4 million.

Failed to override the mayoral veto on Ordinance No. FY2024-04.
2. Authorization For The Manager To Purchase Material For Landfill Baler Rebuild
SMILEY moved to authorize the Borough Manager to purchase material for
Landfill Baler Rebuild from Pioneer Supply, Inc of Wasilla, Alaska in an amount
not to exceed $55,000.
ROLL CALL VOTE ON THE MOTION CARRIED FIVE TO ONE: Whiteside,
Ames, Griffin, LeDoux, and Smiley (AYES); Turner (NO).
3. Confirmation Of Mayoral Appointment To The Planning And Zoning Commission
City Seat Of Mr. Dave Townsend
SMILEY moved to confirm the Mayoral appointment of Mr. Dave Townsend to
the Planning and Zoning Commission City Seat for a term to expire December
2026.

4. Confirmation Of Assembly Appointment To The Womens Bay Service Area
Board Of Mr. Jon Melin
SMILEY moved to confirm the Assembly appointment of Mr. Jon Melin to the
Womens Bay Service Area Board for a term to expire October 2026.

15. CITIZENS' COMMENTS — None.
16. ASSEMBLY MEMBERS' COMMENTS
• Assembly member Smiley urged the Assembly members to talk to the
Legislature in support of School District funding.
• Assembly member LeDoux expressed his condolences regarding the passing of
Mr. Darcy Stielstra. He praised Finance Director Dora Cross for publishing the
KI B popular report which he thought was excellently put together.
• Assembly member Griffin concurred with Assembly member LeDoux's
comments and thanked the Finance staff for putting together the best report.
• Assembly member Ames thanked the Finance staff for the time they put into KIB
popular report.
• Assembly member Turner explained why he voted no on Resolution No.
FY2024-14.
• The rest of the Assembly members had no comments.
