KODIAK ISLAND BOROUGH Assembly Regular Meeting January 18, 2024 A regular meeting of the Kodiak Island Borough Assembly was held on January 18, 2024, in the Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Borough Manager Aimee Williams, Borough Clerk Nova M. Javier, and Assistant Clerk Irene Arellano. He praised Finance Director Dora Cross for publishing the KIB popular report which he thought was excellently put together. • Assembly member Griffin concurred with Assembly member LeDoux's comments and thanked the Finance staff for putting together the best report. • Assembly member Ames thanked the Finance staff for the time they put into KIB popular report. • Assembly member Turner explained why he voted no on Resolution No. FY2024-14. • The rest of the Assembly members had no comments. 17. DISCUSSION: The application is for a liquor license regular transfer of ownership for License No. 4044 beverage dispensary located at 2161 Mill Bay Road. Transferor: Transferee Information: The Liquor Cabinet, Inc. Back Bay, LLC The Clerk's office followed the procedure stated in KIBC 5.01.030 which includes mailing of public hearing notices to 120 landowners within 1,500 feet radius of the location. Aside from Kodiak Police Departments response that there were 10 trouble reports in the location, based on the Clerk's Office investigation, there is no borough interest which can be protected by protesting the approval of the transfer. The City of Kodiak has also voiced non -objection to this transfer. ALTERNATIVES: FISCAL IMPACT: OTHER INFORMATION: KIBC 5.01.030 New license and transfer procedurewhich states: A. Upon receipt of notice from the Alcoholic Beverage Control Board of the board's receipt of an application or intent to approve the transfer or issuance of a new liquor license: 1. The clerk shall check with the state troopers on the number of trouble reports at the place of business; 3. The clerk shall duly advertise and place the matter of the application upon the agenda for the next meeting of the assembly in order that citizens may express their desires as to whether or not the assembly should approve or protest the transfer or issuance of the liquor license; and 4.
