REGULAR MEETING

A regular meeting of the Fire Protection Area No. 1 Service Area Board was held on July 24,
2023, in the Bayside Fire Station.
1. CALL TO ORDER/PLEDGE OF ALLEGIANCE
Chair Richard Carstens called the regular meeting to order at 6:05.
2. ROLL CALL
Brian Price conducted a roll call, a quorum was established. Board members present
were Chair Richard Carstens, Craig Walton, and John Parker. Vice Chair Paul
VanDyke and Mike Dolph were also present but arrived later in the meeting. Others
present were Fire Chief Scott Ellis and KIB Deputy Clerk Lina Cruz.
3. APPROVAL OF AGENDA
C. WALTON MOVED to approve the agenda.
J. PARKER seconded.
VOICE VOTE ON MOTION CARRIED UNANMIOUSLY
4. SWEARING -IN FIRE CHIEF SCOTT ELLIS
KIB Deputy Clerk Lina Cruz administered the oath of office and swore -in Fire Chief
Scott Ellis.
5. APROVAL OF MINUTES
C. WALTON MOVED to approve the May 25, 2023 Special Meeting Minutes.
J. PARKER seconded.
VOICE VOTE ON MOTION CARRIED UNANMIOUSLY
6. ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT
Chair Richard Carstens acknowledged the financial report.

8. FIRE CHIEF'S REPORT
r Fire Chief Ellis gave his report. There had been 2 incident calls since he arrived. One
was for medical aid and the other for a campfire. Chief Ellis had gone to the Borough
Clerk's Office to sign the polling site agreement for the Bayside Fire Department. No
changes to the agreement were made. He shared his recent experiences visiting the
various departments of the Borough Office and getting to meet with the other 3 fire
chiefs on the island.
9. CHAIR PERSONS' REPORT
Chair Carstens gave his report. He officially welcomed Chief Ellis and hopes for a long
relationship together. Progress pictures of the brush truck were received from Rebel
Strike and discussed between Chair Carstens and Chief Ellis. He stated that Chief
Ellis thought the vehicle appeared 60% to 70% completed. Rebel Strike had been
contacted and asked if the apparatus is still on schedule to be delivered by the agreed
date of August 31, 2023. Rebel Strike responded saying they will deliver on time.
Chair Carstens specifically noted the vendor shared no details such as method of
delivery or a delivery schedule beyond the date agreed upon.

11. OLD BUSINESS
a. Discussion Regarding The Direction The Board Would Like To Go In Reference
To The Proposed Bayside Addition
The board began discussion of the answers from the architect regarding their questions about
the Proposed Bayside Addition. John Parker did not feel comfortable moving forward with the
project until more is known. John Parker compared the starting price of $52,000 from when the
project first began to the current price and estimated more costs that could drive the price to
exceed $2 million dollars. John Parker suggested creating a detailed usage of the facility and
considered Bayside Fire Department a community building since many different groups utilize
the space. Craig Walton agreed with John Parker and suggested finding a way to generate
funding through the various use of the facility. Chair Carstens noted the new price range of the
addition provided in the architect's answers, $980,000 - $1,260,000. Chair Carstens shared
conversation he had with David Conrad who advised the best option for additional funding
would be to write a grant. The board discussed other specifics of the building that needed to be
considered in relation to the addition.
J. PARKER MOVED to table the discussion of the Bayside addition until the board can find out
how the project will be financed.

13. SET NEXT MEETING DATE
The next meeting date was set for call of the chair.
14. ADJOURNMENT
Chair Carstens adjourned the meeting at 6:47pm.
