I appreciate the chance to provide you with this proposal for Professional Land Surveying
Services in support of Kodiak Island Borough Landfill Environmental Management Plan.
Kodiak Land Surveying, (Alaska Business license No. 279165.) is a qualified Alaskan vendor
in accordance with AS 36.30.170 and has no current or foreseeable conflict of interest with
regard to this proposed project.
As per City of Kodiak Standard Construction Specifications, and Kodiak Island Borough Code
- A Licensed Land Surveyor will perform Field Work and office calculations for this project.

Understanding of the Prosect:
The project is a continuation of Alaska DEC requirement to monitor landfill final cover slopes
constructed steeper than 3:1 ratio.
Areas of the final cover slopes identified within these parameters were monumented with #20
pins and positions observed starting in 2005. Subsequent observations were done in 2006 &
2007. Initial requirements called for slope observations annually until KIB requested a three-
year interval basis from Alaska DEC. Slope Monitoring pins were observed again in 2010 and
2013. In 2015 after further cover slope construction, - CH2MHILL identified slopes requiring
additional slope monitoring. A technical memo was produced and #7 supplementary
monument pins were installed and positions observed in 2016. The technical memo
recommended a three-year interval basis for observations with the next cycle year being
2019.
The #20 original and #7 2016 series monuments were last observed in 2020.
Given the recent brush clearing, different slope construction material from the original final
cover slope area, the distance between the monumentation and the three-year interval basis
KLS recommends follow up observations on these pins. These observations would verify
slope stability of the original and new cover area and fulfill the Alaska DEC requirements
included in the Kodiak Island Borough Landfill Slope Monitoring Plan.
Survey Data Deliverables will be provided to Kodiak Island Borough and CH2MHILL in digital
and hard copy signed and stamped format.
Schedule:
The anticipated schedule of work would begin immediately.
Kodiak Land Surveying would proceed immediately upon notification to take advantage of the
lower vegetation on-site at this time of year.
We are very familiar with the requirements of this project as we have been involved with
monitoring deformation and settlement for over 30 years in the Kodiak Area. We have
procedures for the survey of these monuments that we have developed that focus on the
importance of collecting accurate information in a timely and cost-effective manner.
Horizontal positions are provided using a combination of Leica Global Positioning System
and Robotic Total Station survey methods. Vertical data is obtained through digital level runs
over bedrock anchored Bench Marks. We also maintain a historic inventory of data for future
use by the owners or consultants.

Site Observations
- Conduct independent control confined horizontal observations with GPS over #27
monument pins.
- Conduct digital level vertical observations over #27 monument pins.
Calculations
- Reduce all field observations in AutoCAD.
- Average observed positions and include results in comparison to historical observations.
- Compose Survey Deliverables Packet.
