A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH DISSOLVING
THE CONSOLIDATION COMMITTEE BY RESCINDING RESOLUTION NO. FY2019-07
WHEREAS, during the October 4, 2016, Regular Election, the voters were asked the advisory
question "Advisory Vote On the Idea Of Consolidating Governments. Should the Kodiak Island
Borough pursue the idea of consolidating the Kodiak Island Borough and the City of Kodiak into
a single unit of government?"
WHEREAS, the advisory question passed with 1,235 yes votes and 919 no votes; and
WHEREAS, on February 15, 2018, the Assembly approved Resolution No. FY2018-25 which
approved a solicitation of proposals for research and analysis services for the possible
consolidation of the City of Kodiak and Kodiak Island Borough governments. However, there were
no proposers who responded to the solicitation; and
WHEREAS, on July 19, 2018, the Assembly adopted Resolution No. FY2019-07 which
established a Consolidation Committee. The responsibilities of the committee are to offer
recommendations to the Assembly related to consolidating the Kodiak Island Borough and City
of Kodiak governments into a new local government; and to prepare a draft petition for the Local
Boundary Commission; and
WHEREAS, the Assembly appreciates the work put in, and the deep commitment by the
Consolidation Committee members for the past 3.5 years holding 41 meetings from September
2019 to January 16, 2023; and
WHEREAS, the Assembly feels that without the involvement of the stakeholders, the tasking of
the Consolidation Committee cannot continue. The Assembly believes there are other ways to
improve the efficiency of public services, reduce costs to the taxpayers of both the Borough and
City governments, and seek cooperative solutions to mutual challenges of the City and Borough.
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that Resolution No. FY2019-07 is now rescinded, the Consolidation Committee is
now dissolved, and is discharged of the tasks and obligations stated in Resolution No. FY2019-
07.
