Please consider my attached resume in the Kodiak Island Borough’s search for a new
Borough Manager. I have over 30 years of experience as a local government manager.
Approximately half of that in Alaska and half in Colorado. Within that experience I feel
there is an ideal match of my background and the desired qualifications.
Most recently I served as the City Manager in Rifle, Colorado. I enjoyed my time there,
however I developed health issues I needed complete focus on, so I resigned. Now I have
essentially conquered those issues thru diet and lifestyle improvements. I wish to re-
engage my career and start accomplishing goals for a community like Kodiak. It is what
I do best and what motivates me. My resume reflects, by any measure, significant
accomplishments by a local government manager. I can bring that to Kodiak as well.
During the first 20 years of city management, I collected dozens of letters of
recommendation and reference to establish my career legacy. From that I can provide
documents that speak to qualities listed in your advertisement. Of course, I can provide a
dedicated list of references if that becomes necessary. You may randomly check with

As an additional applicant strength, I owned and operated an Area E salmon gillnet
permit and fishing business for over 6 years and understand the fishing industry more
than many of my peers. I enjoy fishing, salmon and halibut under sport and subsistence,
herring, eulachon, picking berries and making fireweed jelly. I have been to Kodiak
twice and enjoyed each time. I hope the Kodiak Island Drummers still perform. They
are etched in my memory.
I would also be willing to consider doing an interim manager position if your process
continues longer than the present interim manager wishes to continue.

I am writing to express my interest in the Kodiak Island Borough Manager vacancy. My experience
and education align well with the qualifications you are seeking, specifically as it relates to being
a well‐rounded, confident, encouraging, and inclusive professional leader who is accountable to
himself, his coworkers, and to the public.
I started and spent the first 13‐years of my public sector career working in the field for a water
and sewer district in western‐Washington. Hired in 2001 to mow lawns, I worked my way through
different crew‐level job functions, through undergrad and graduate school, until my departure
and entrance into local government management in 2014.
My current role has transitioned me from a tactician who was once focused on technical aspects
required of a field employee, to a generalist who is expected to understand a broad range of local
government functions and their impacts, including political nuances often considered during a
decision‐making process. Under my leadership (and with invaluable input from City staff and their
Division Managers) I successfully spearheaded the following:
Building relationships with downtown association members and stakeholders: provided a
forum to hear their concerns, ideas, and recommendations to improve cleanliness of the
downtown core.
Economic development partnerships: mended broken trust and reaffirmed
collaborative/transparent ideals with the existing food processor stakeholder group.
Opportunity: effectively removed barriers for staff and questioned assumptions from hiring
managers to show how building staff up is value‐added to the organization.
My foundation is an accumulated result of my education and very broad work experience. With
more than 20 years’ experience in the public sector and a full 20‐year military career, I am very
passionate with my work and the community in which my family and I live. It would be a great
honor to join and become part of Kodiak Island’s community and be part of reaching and achieving
goals together. I am hopeful for an opportunity to further discuss how my experience and

Deputy Director of Public Works
Senior manager with overall management oversight for the City’s 70+‐person Public Works,
Operations’ Division for a community with a population of approx. 80k; responsible for
prioritizing, planning, and performance of five subordinate Division Managers, 65 bargaining
members, and six administrative support staff.
Provide strategic planning and oversight for O/M activities, including development of an
$80M annual operating budget.
Oversee fleet/equipment maintenance and acquisition for all City departments and their
collective 430 vehicles/pieces of equipment; establish shop rates, lifecycles, rental rates,
and maintenance and replacement budgeting. $20M combined maintenance and
replacement biennium operating budget.
Establish division goals and priorities; provide oversight for O/M activities, manage capital
projects, develop rates and budgeting for six utilities, an economic development fund,
and the general fund.
City of Pasco, 2015 – 2016

Under the general supervision from the Superintendent of Public Works, responsibilities included
oversight and management of maintenance and operations for the City’s irrigation utility,
industrial wastewater facility, farm operation, and fleet maintenance and acquisition divisions;

total budget of approx. $12M.
City of Sunnyside, (Sunnyside, WA) 2014‐2015
Superintendent of Public Works ‐ $66k annually
The Superintendent of Public Works directs the day‐to‐day workload and assignments; planned
projects; directed four subordinate managers and; met regularly with citizens and other key
stakeholders in the city. Planned & managed the functions of the maintenance operations division
of Public Works through appropriate delegation, managerial support, and work supervision;
maintenance operations Division includes parks, streets, water, sewer and storm drainage.
Established priorities of work for subordinate managers; created and implemented standard
operating procedures for the Streets and Collections divisions; identified cost‐saving methods for
routine maintenance for the Water division; instituted and control measures for City owned shop
parts and supplies. Developed and recommended the Department’s $3.5M annual operating
budget for 2015.
Soos Creek Water & Sewer District, (Renton, WA) 2001‐2014
Water/Wastewater Technician III ‐ $56k annually
The District provides municipal water and sewer services to an area of approximately 35 square
miles and a population of over 100,000 residents. Throughout my tenure, I served as a
crewmember supporting maintenance operations for the District.
US Army/Washington Army National Guard, 1993‐2013

Platoon Sergeant (Planner/Project Manager) (2005‐2013)
Senior NCO responsible for direction of daily operations of the 122nd Public Affairs Operations
Center. As part of the Command Leadership Team, led the coordination, planning and supervision
of unit missions, projects and special assignments; successfully supervised, mentored and
developed 15‐25 soldiers, including managing task assignments, providing career guidance and
coordinating with external agencies and units to assist and augment their operations. Prepared
evaluations, created standard protocols, and facilitated a project team culture of far superior
service to the US Army.
Operation Iraqi Freedom, (Awarded Bronze Star)
Operations Sergeant, 2004‐2005
Volunteered to deploy to Iraq in support of Operation Iraqi Freedom: assigned to the 1st Cavalry
Division; public affairs management in theater of operations. Provided public information,
command information, and community relations activities directed toward both the external and
internal sources with interest in the Department of Defense; safeguarded sensitive and classified
information. Received multiple awards and recognitions including the Bronze Star Medal and a
promotion by then Division Commander and past Vice Chief of Staff of the U.S. Army. Also
awarded the Combat Action Badge for engagement in combat operations.
