1. CALL TO ORDER
Chair S. Arndt called the meeting to order at 6:30 p.m.
2. ROLL CALL
M. Barnett called the roll and present were Board members S. Arndt, C. DeHart, M. Sirofchuck,
P. Hansen, D. Symmons and J. Baldwin. A quorum was established.
3. APPROVAL OF AGENDA
SYMMONS MOVED to approve agenda.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
4. APPROVAL OF PREVIOUS MINUTES —August 30"i, 2018.
SYMMONS MOVED to approve the minutes.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
5. ACKNOWLEDGE RECEIPT OF THE FINANCIAL REPORT
SIROFCHUK MOVED to acknowledge receipt of the financial report.

6: VISITOR COMMENTS — Public comment on Bay Circle road widening and tree removal was
given by Bay Circle resident Dan Busch.
7. CHAIR'S REPORT
The Chair reviewed work done in the Service District and work to be done. The Chair
commented on the excellent job that contractor Aim has been doing with Service District work.
A discussion was had with Craig Walton, COK Public Works Director; in the past the SA
compensated the COK for snow removal on part of Selief Lane and a section of Von Scheele
Way, invoicing for this stopped for unknown reasons. The Chair will work with Craig Walton on
possible payment.
8. OLD BUSINESS: None.

9. NEW BUSINESS
a. Board appointment Recommendations - Two applicants; Curtis Howell and Ed
Mahoney, a ballot vote was completed. The Board will recommend Curtis Howell to
the Assembly.
b. Discussion on Sunset, Bay Circle and Other work (Parkside and Balika).
The chair made the Board aware that his plans are to go up Bay Circle take the trees out and
widen the road three feet in April or May. Discussion ensued on the Borough tree that fell on a
car and did some property damage on Shahafka Circle. Liability related to tree damage was
discussed.
SIROFCHUK MOVED no work be done on Bay Circle for at least one year, and the Board
revisit the issue at the spring meeting of 2020. Symmons seconds.
NO ROLL CALL VOTE TAKEN.
Board member Symmons cannot support this, you're saying do not go down that roadway with
service district equipment, be too easy to violate that by moving gravel, numerous reasons,
motion is just too vague.
SIROFCHUCK Amendment No.l - No trees be cut down, and no road widening work be done
for at least one year and the Board revisit at the spring meeting of 2020.
NO ROLL CALL VOTE TAKEN
Discussion ensued.
SYMMONS- For the record, it is a shame that the Borough did not get a professional tree service
in there and talk about those trees on Shahafka because that was an accident waiting to happen
and they did nothing to prevent it.
Discussion ensued as well as public comment given by Dan Busch.
SIROFCHUCK Amendment No.2 - The Board will revisit this at the first meeting of 2020
(instead of the Spring of 2020).

The general consensus of the Board is:
1. No road widening work to be done on Bay Circle for at least one year.
2. Revisit the issue at the first meeting of 2020.
3. Put the trees on the next meeting agenda.
NEW BUSINESS Continued:
c. FY2020 Budget - The Chair went through the budget worksheet report line by line
item.
d. Election of Officers -
P. HANSEN MOVED to nominate Scott Arndt to Chair. No other nominations were voiced.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
The Chair opened nominations for Vice Chair.
SIROFCHUK MOVED to nominated Dennis Symmons to Vice Chair.
SYMMONS MOVED to nominate Craig Dehart to Vice Chair.
A ballot vote was taken, 4-2 - Dennis Symmons is Vice Chair.
e. Update on Otmeloi - At Assembly work session this week there is supposed to be an
update on the Otmeloi issue. The State only wishes to put 2" of asphalt down, the
minimum on Service District #1 roads is 3". The Service District is not interested in
taking over maintenance. We will see what they propose.

C. DeHart - Shahafka and Tom Boyer were two big ones, guy on Plover, potholes. We touched
on Tona.
S. Arndt - Thank you to Jay for stepping up and running for the seat. I have worked with you on
P&Z and look forward to working with you on this Board also.
P. Hansen - Remember twenty years ago when Mill Bay was dirt, public cry was pave it, dust
control, pot holes were far worse, traffic slowed down, vehicles avoiding pot holes made every
car an erratic driver. It costs a fortune to pave Mill Bay over and over and it was never any good.
The same thing with Spruce Cape; same mistake over again, just throwing away money. To pave
Otmeloi without a total rebuild without putting a good thick layer down is buying a problem, an
expensive problem. I'd rather see it stay a gravel road. The COK owns the two pipes; the sewer
line and water line, and that's the two artesian wells that stick up there.
M. Sirofchuck - Welcome Jay. The work that Aim did on Cliffside has really held up over the
winter, we are not seeing potholes. Thank you, Board, for your support on Bay Circle widening
motion.
D. Simmons - Admire that there are feelings involved with citizens, but it is so important to
focus on principle. The Otmeloi situation - this board has a big say, you are elected, and you
represent SD#1. Pleased to see Curtis back on the Board again. It is nice to know that there are
honest contractors on this island, I salute them and their honesty.
J. Baldwin — Thank you, looking forward to working with everyone.
