2001-06-27 Special Meeting SERVICE AREA NO.1 BOARD SPECIAL MEETING MINUTES June 27,2001 at 7:30 p.m. At Bayside Fire Hall Chairperson Greene called the meeting to order at 7:55 p.m. ROLL CALL Present: Rob Greene Scott Arndt Kevin Arndt Jennifer Spencer Kaye McClain Ed Mahoney Rich Walker Staff: Patti Kirkpatrick, secretary A quorum was established. NEW BUSINESS 1. Bid Proposals for Snow Removal, Sanding, and Maintenance of Service Area No.1 roads. Chair Greene advised the Borough Manager had requested they review the bid proposals and provide a recommendation on which company best suited their needs. He noted that the Borough engineering department was without a department manager and that this bid proposal was similar to the previous contract awarded to A-K Construction. S. ARNDT seconded by McCLAIN moved to recommend awarding the sanding portion for the next two years to Mill Bay Trucking. In response to Mahoney, S. Arndt advised D-1 was better for sanding dirt roads; however, it was not quite as effective on asphalt. Chair Greene noted that over the last two years, Mill Bay Trucking (MBT) had been non- responsive for sanding call outs. He was concerned that MBT would put their sanding needs as a low priority, making the roads unsafe for those traveling to work in the early morning hours. K. Arndt favored working with a sole contractor for all their needs. He felt this would leave room to call the other bidders as backup. Chair Greene concurred, noting that it would be more work for the chair if there were two different contractors. Walker was concerned that :MBT wouldn't be able to cover such a large area with two trucks and that would slow down their response time. ROLL CALL VOTE ON MOTION Ayes: Mahoney, S. Arndt, Green .'2200' I ~ - , Noes: McClain, Walker, Spencer Abstain: K. Arndt MOTION FAILED 3 Ayes, 3 Noes S. ARNDT, seconded by MAHONEY moved to recommend awarding the contract to Brechan Enterprises as first choice; B & R Fish as second choice; and TC Enterprises as third choice. S. Arndt felt Brechan Enterprises (BEl) was the best choice as they had the experience, equipment, and were a known entity. He liked that BEl had a 14' and 16' grader for $150-$155, which he felt was a good use of equipment at a reasonable price. He was looking at experience and then at cost. In response to McClain, Chair Green advised that B & R Fish hauled fish waste and provided dump truck services. ROLL CALL VOTE ON MOTION Ayes: S. Arndt, Mahoney Noes: McClain, Walker, Greene, Spencer Abstained: K. Arndt MOTION FAILED 2 Ayes; 4 Noes Walker was concerned that BEL had too much work and not enough time or manpower to handle this contract for the next two years. He urged the board to look closely at the other bidders. Mahoney favored BEl as they had the equipment and manpower needed to maintain service area roads. S. Arndt concurred, noting that BEl had experienced operators who were familiar with the roads, they were within the district, and their D-1 stockpile was convenient. MAHONEY, seconded by GREENE moved to recommend awarding the contract to Brechan Enterprises as first choice, T.C. Enterprises as second choice, and B & R Fish as third choice. S. ARNDT, Seconded by MAHONEY moved to amend the motion to recommend awarding the contract to Brechan Enterprises. S. Arndt felt that BEl was clearly whom they wanted to do the work and suggested they make L_ - , them their sole choice. ROLL CALL VOTE ON MOTION TO AMEND Ayes: S. Arndt, Greene, Mahoney Noes: Walker, Spencer, McClain Abstained: K. Arndt MOTION FAILED 3 Ayes; 3 Noes VOTE ON MAIN MOTION Ayes: Walker, Greene, Spencer, Mahoney, McClain Noes: S. Arndt Abstain: K. Arndt MOTION CARRIED 5 Ayes; I No In response to Walker, S. Arndt advised that the Assembly would make the final determination based upon the manager's recommendations. Chair Greene directed staff to provide draft copies of the minutes to the Borough Assembly for their review and consideration.
