1999-07-13 Regular Meeting SERVICE DISTRICT #1 BOARD MEETING JULY 13, 1999 The meeting was called to order by Chair Ed Mahoney at 7:30 p.m. in the Bayside Fire Department. Members Present: Ed Mahoney Scott Arndt Robert Casey Kevin Arndt Jennifer Spencer Members Absent: Robert Greene Brian Mayberry JAN 2 8 2000 Visitors: Kaye McClain Karen McClain Dave Weinand PUBLIC COMMENT: Kaye McClain of 438 Curlew stated that alders obstruct the stop sign on the corner of Gull and Curlew. She would like the alders cleared so the stop sign is visible. Ed responded that the ditching process for the Service District has started. He assured Kaye that he would contact the Contractor and her request should be taken care of within approx. 2 weeks. Dave Weinand stated that the stop sign on the corner of Perez and Spruce Cape has been painted over and needs to be replaced. Ed assured Dave that the stop sign would be replaced. ACCEPTANCE OF AGENDA Scott Arndt moved to accept the agenda. Kevin Arndt seconded. Motion passed by unanimous voice vote. ACCEPTANCE OF MINUTES Scott Arndt moved to accept the minutes of June 7, 1999. Jennifer Spencer seconded. Motion passed by unanimous voice vote. FINANCIAL REPORT The Board reviewed the Financial Report. Scott Arndt explained the FY99 year end balances for Service District # 1. Scott also explained that the Service District had exceeded revenue by $38,000 in FY99. Scott Arndt moved to acknowledge receipt of the Financial Report. Kevin Arndt seconded. Motion passed by unanimous voice vote. OLD BUSINESS Service District #1 contract recommendation Scott Arndt moved to award the contract to A-K Construction. Jennifer Spencer seconded. Ed Mahoney called for discussion. Ed stated that he has reviewed the contract and feels there is room for improvement. He would like to see a rate schedule established. He would also like to see clarification of overtime vs. straight time for the contractor's employees. Brian Mayberry Ed Mahoney stated that he has made every effort to contact Board Member, Brian Mayberry. Ed stated that he would like to fill Brian's Board seat. Scott Arndt explained that the Borough is required to go through an advertising period and it is too late because his term expires when the election is ratified by the Assembly in October. There will be an advertisement in August for open Board seats, interested citizens can start the petition process at that time. Arlene Way ditch line Ed stated that the owners had to clean the ditch before construction could continue. As they were cleaning the ditch, a sewer line was exposed. A memo regarding this issue was sent to John Sullivan, Len Kimball, Arnie Tweeten and Dawn Black. Annexation The Board talked about starting an annexation advertising campaign. Scott suggested not putting ads in the paper until approx. 3 weeks prior to the election. Scott Arndt moved to give the Chair authorization to start an annexation advertising campaign. Robert Casey seconded. Ayes: Jennifer Spencer Robert Casey Kevin Arndt Scott Arndt Ed Mahoney Noes: None Motion passes 5-0. NEW BUSINESS Strip paving The Board reviewed a letter from the City of Kodiak regarding the State of Alaska strip paving portions ofIsland Lake Road, Balika Lane, Neva Way and Melnitsa Lane during the summer of 2000. There is concern about the condition of the base of the roads and the required amount of prep work prior to paving. Will the State turn these roads over to the Service District after the strip paving is complete? The Board is not recommending taking over maintenance of any State roads within Service District # 1. Scott Arndt moved to notify the Borough that the Service District # 1 Board is opposed to taking over maintenance on any of the State roads within Service District # 1 unless the underground is brought to State standards and curb, gutter and sidewalks are provided. PUBLIC COMMENT Dave Weinand thanked the Service District for doing a great job with snow removal last winter. BOARD COMMENTS Robert Casey asked about the stumps in the ditch on Sharatine. Ed stated that he has spoke with the property owners twice and the stumps are still in the ditch. Ed plans on contacting the homeowner again. ADJOURNMENT
