(.)"/ FEB23mJ SERVICE DISTRICT #1 BOARD MEETING JANUARY 25, 2000 The meeting was called to order by Chair Kevin Arndt at 7:30 p.m. in the Bayside Fire Department. Members Present: Kevin Arndt Ed Mahoney Scott Arndt Robert Greene Kaye McClain Jennifer Spencer Members Absent: Robert Casey Visitors: David Weinand Brett Simpler Joe Stevens Mike Sirofchuck Jenny Stevens Barry Still Stan Reiff Ken Warner Dave Killeen Guy Denton Alice Knowles Larry LeDoux Mike Anderson PUBLIC COMMENT None ACCEPT ANCE OF AGENDA Scott Arndt suggested adding to the Agenda VI. Public Hearing. Scott Arndt moved to accept the amended Agenda. Robert Greene seconded. Motion passed by unanimous voice vote. PUBLIC HEARING Kevin Arndt expressed to the audience that the reason for the Public Hearing is to discuss paving within the Service District. Kevin presented a spreadsheet that showed how much it would cost to pave all of the roads within Service District #1. Jennifer Spencer expressed to the audience that the Board compiled a "wish list" of items that they would like to see happen within the Service District. Jennifer stated that the purpose of this meeting is to get feed back from the citizens to see what they want to happen within the Service District. Audience members expressed their comments and concerns regarding a potential mill rate increase. Barry Still suggested the possibility of borrowing the money or purchasing a bond to speed up the paving project over 5 years. Scott Arndt explained that most likely an assessment district would be set up. Jenny Stevens asked if the 5 year paving plan would go before the people to vote on or have the decisions already been made? Kevin answered that these are only ideas and the Board wants public feed back so they know what the citizens want. Mike Sirofchuck who lives on Cliffside Drive expressed that he is very satisfied with his road and would like it left alone. He wants it sanded, graded, snow removed but does not want it paved. Scott Arndt expressed that he feels that paving should be done through assessment districts and not by mill rate. Only areas that want paving would pay for it and those that don't will not pay. Scott is in favor of paving with 3" and is not in favor of wrapping. Mike Sirofchuck asked what happens if the Service District runs out of money before the proj ect is complete? Does the mill rate go up again? Kevin stated that the project would not stop prior to being complete and the mill rate would have to be increased in order to complete the job. One audience member asked the advantage of pavement vs. gravel? Kevin responded that it takes less maintenance (especially in the summer months), no dust abatement, ditching would be done prior to paving. Stan Reiff stated that he is interested in having Wilton White Way paved. Mike Anderson stated that there are different population densities in Service District #1 (ex: on Cliffside road the lots are bigger so there are less people to pay the bill per foot of improvements vs. higher density areas like Woodland Acres). Mike stated that the Service District needs to know what improvements need to be done prior to paving (ex: utilities, ditching, culverts). Kevin stated that anytime that the Service District Board discusses the paving issue, it will be advertised in the newspaper so that the public is aware. ACCEPTANCE OF MINUTES Scott Arndt moved to accept the minutes of January 4, 2000. Robert Greene seconded. Motion passed by unanimous voice vote. FINANCIAL REPORT The Board reviewed the Financial Report. Scott Arndt moved to acknowledge the receipt of the Financial Report. OLD BUSINESS Selief Maintenance Kevin stated that he spoke with John Sullivan regarding Service District road maintenance on Selief. John stated that the City is not interested in trading areas to maintain. Ocean Drive Kevin stated that Eileen Probasco in the Community Development Department is dealing with the trailer removal on Ocean Drive. NEW BUSINESS Budget review 1/ <1A' Scott proposed that the Service District #1 mill rate be increased to 1~ Kevin requested that Scott compile a budget at 1 mill. PUBLIC COMMENT None BOARD COMMENTS Kevin scheduled a work session for Tuesday, 211/00, 7:30 p.m. at Bayside Fire Department.
