2000-01-04 Regular Meeting SERVICE DISTRICT #1 BOARD MEETING JANUARY 4, 2000 The meeting was called to order by Chair Kevin Arndt at 7:30 p.m. in the Bayside Fire Department. Members Present: Kevin Arndt Ed Mahoney Robert Greene Jennifer Spencer Robert Casey Kaye McClain r"--' JAN 2 8 2000 Members Absent: Scott Arndt Visitors: Karen McClain PUBLIC COMMENT Karen McClain expressed concern regarding the cars parked on both sides of Curlew making it very hard to drive through with oncoming traffic. The Board feels that this is a violation and that there needs to be enforcement. Kevin Arndt stated that he would talk to Chris Lynch, Borough Engineer regarding sending a letter to Dane Larson explaining that this parking situation can not continue. ACCEPT ANCE OF AGENDA Kevin Arndt added items D. Right of Way Encroachments and E. Paving. Robert Greene moved to accept the amended agenda. Robert Casey seconded. Motion passed by unanimous voice vote. ACCEPTANCE OF MINUTES Robert Casey moved to accept the minutes of October 26,1999. Robert Greene seconded. Motion passed by unanimous voice vote. FINANCIAL REPORT The Board reviewed the Financial Report. Kaye McClain commented that on the upper left hand corner of the Financial Report it shows an elapsed time which reflects how much of the budget year has passed. The column that reads percent used indicates the percentage that has been used of each line item. Kaye McClain moved to acknowledge the receipt of the Financial Report. OLD BUSINESS Dumpster Pads Kevin stated that he has spoke with Chris Lynch and she recommended placing a dumpster behind Eric Lockman's home (Lily Drive) and one on Spruce Cape. Kevin stated that a pad would have to be built on Lily Drive and it would take 2 or 3 loads of rock. Kevin stated that he would clarify with Chris Lynch to see where exactly the dumpster should be placed. NEW BUSINESS Long Range Planning Kevin Arndt asked the Board what projects would they like to see take place within the next five years? He asked that each Board member compile a prioritized list of potential projects. Kaye McClain suggested including this information in a Program of Work that is turned in with the Service District #1 budget. With a Program of Work approach, projects could be broke down into phases. Jennifer Spencer requested that the Board members meet for a work session to discuss a five-year project plan. Capital Improvement Projects Kevin presented the Capital Improvement Program which was prepared by the Kodiak Island Borough. One of the projects listed is for road repairs on Woodland Drive. Kevin stated that there are several roads in Service District # 1 that need culdesacs. Ed Mahoney asked if Capital Improvement Projects are in the scope of the Service District #1 mission? Kaye McClain stated that it is up to the Board to advise the Assembly on potential Capital Improvement Projects for the Service District. Ocean Drive Rob Greene reported that in Kevin's absence there was a problem with water over ice on Ocean Drive. The grader operator would stop at Zharoffs and not go down the hill. Rob talked to A-K Construction and they were not aware that they were suppose to go past the trailer and down to Spalinger's. Ed stated that there is a power pole in the middle of the culdesac making it dangerous for a grader to get in and out of there. The sand truck driver told Rob that ifit's too slick he would not go down Ocean Drive. Rob then contacted A-K Construction and stated that something else has to be done, this road has to be maintained. A - K responded that they would use a smaller sand truck so they could go the entire length of the road. Robert Greene asked that a letter be written to Chris Lynch to have trailer on Ocean Drive removed. Right of Way Robert Greene requested that the Chair drive the Service District #1 roads and make a list of all right of way encroachments. Examples: On Ptarmigan, someone built a green house on the edge of the road. On Ocean Drive, Zharoffhas a banya next to road. There's a Planter box encroaching on Woodland Drive and a fifty-five gallon drum mail box encroaching on Sharatin. These encroachments make it hard for the grader operators to clear the roads. Paving Kevin Arndt is in favor of paving and would like it to be considered as a Capital Improvement Project. Robert Casey voiced an interest in wrapping vs. paving because it costs less. Kevin Arndt stated he would get prices from A-K Construction for wrapping and paving so planning can take place for budget purposes. PUBLIC COMMENT None BOARD COMMENTS Robert Greene reviewed documentation on who is responsible for maintaining Lakeview Drive and Sawmill Circle extension. Rob stated that the Borough applied for a grant in 1980 to finish Lakeview and Sawmill and the grant stipulated that the State would not maintain those roads. Kaye McClain stated that she reviewed a contract that says the State is responsible for the maintenance. One solution for the residents that this affects is to start their own Service District or apply to be included in an existing Service District. Kevin Arndt stated that there would be a Service District work session on 1/18/00, 7:30 p.m. and a regular meeting on 1/25/00, 7:30 p.m. at Bayside Fire Hall.
