1999-04-14 Regular Meeting SERVICE DISTRICT #1 BOARD MEETING APRIL 14, 1999 The meeting was called to order by Chair Ed Mahoney at 7:30 p.m. in the Bayside Fire Department. Members Present: Ed Mahoney Scott Arndt Kevin Arndt Robert Casey Jennifer Spencer Robert Greene Members Absent: Brian Mayberry Visitors: Chris Lynch JAN 2 8 2(DJ PUBLIC COMMENT None ACCEPT ANCE OF AGENDA Scott Arndt moved to accept the Agenda. Robert Casey seconded. Motion passed by unanimous voice vote. ACCEPTANCE OF MINUTES Scott Arndt moved to accept the March 8, 1999 minutes. Robert Greene seconded. Motioned passed by unanimous voice vote. FINANCIAL REPORT The Board reviewed the Financial Report. Scott Arndt moved to acknowledge the receipt of the Financial Report. Robert Greene seconded. Motion passed by unanimous voice vote. OLD BUSINESS Arlene Way ditch Ed stated that he was concerned about the ditch line that was filled in on Arlene Way. This issue was reported to Chris Lynch, Borough Engineer. Chris stated that this issue will be part of the conditions of the vacation ofthe lot. Ed stated that there is also a clean out pipe that is located in the ditch line. Chris stated that John Sullivan approved it so there is nothing the Borough can do about it. Ed suggested turning the pipe sideways so that it leaned toward the property (so road grading can be done). Annexation Ed Mahoney presented a timetable on the Annexation process. Driveway permits/maint. Glaciation - at what point should the Service District intervene with de-icing? Basically it's at the Chair's discretion. Ed asked if the Borough issues driveway permits. Chris stated that driveway permits are issued when the building inspectors send the people requesting the permits to the Engineering office. Chris stated that driveway permits are signed off before the building permitting office issues a C.O. Chris also stated that Leonard and Doug are very aware of this procedure, a letter was issued and a meeting was conducted. Scott suggested that the C.O. not be issued until the driveway permit is done. Ditch/culvert work The Board stated that ditch work needs to be done throughout the Service District, the Chair is responsible for issuing a work order. NEW BUSINESS Service District #1 contract Chris suggested stipulating response times on work orders. Chris stated that she would like to put in a stipulation that if the contractor does not respond in a certain amount of time that the Service District has the ability to get three quotes and get the work done by someone else. Ed stated that there has been some concern about the qualifications of A-K's equipment operators. Ed asked if the Service District can specify in the contract the need for experienced grader operators? Chris stated that the Service District cannot specify the equipment operators, however, the Service District can talk to A-K regarding their concerns. Ed stated that he has got excellent response when calling out A-K. Chris suggested putting a unit cost in the contract for RAP. She stated that this is a good opportunity considering the work that Quality Paving will be doing on the island this summer. Signage Chris suggested making the Puffin, Puffin Extension and Curlew intersection a three way stop. Chris stated that whatever change is made on signage that a public hearing must be held. The Board discussed several options for road signs in this intersection. Scott Arndt moved to add a stop sign on Curlew and remove the yield sign on Puffin. Robert Casey seconded. Motion passed by unanimous voice vote. Jennifer Spencer and Robert Casey suggested posting speed limit signs on Lilly, Antone, Sharatine, Puffin, Teal and Woodland. Chris stated that the Board needs to make a list of signs so the Borough can order them. Ed stated that he is compiling a list of signs that are needed throughout the Service District. Call out procedure The Board discussed the call out procedure and determined that the Chair needs to notify the Vice Chair and the Engineering Department prior to leaving town. This way there is an established chain of command in the Chair's absence. S99-007 Preliminary plat Chris stated that her suggestion on this preliminary plat as part of the subdivision review was to submit a drainage plan. The Service District Board did not have comments regarding S99-007 preliminary plat. Mrs. Dillon's Drainage Ed stated that Mrs. Dillon called him with concerns about drainage through her yard. She feels that the excessive drainage is due to the development on the lot next to hers. Chris stated that by installing a culvert on Eider and cleaning ditches this will re-route the drainage. Ed stated that he would like to converse with Chris regarding culvert placement. Chris stated that the Service District needs to generate a work order. BOARD COMMENTS Kevin Arndt asked about Brian Mayberry's Board attendance. Ed stated that he would talk to Brian regarding his intentions of serving on the Service District Board. Ed Mahoney stated that a public hearing regarding Woodland Acres signage would be set up for Monday, May 1 ih and Monday, June ih. ADJOURNMENT
