1997-12-11 Regular MeetingSERVICE DISTRICT NO. 1 BOARD MEETING December 11, 1997 The meeting was called to order to order by Chair Charles Lorenson at 7:40pm in the Bayside Fire Station. Members Present: Charles Lorenson, Chair Kevin Arndt, Vice-Chair Eric Kourek Ed Mahoney Scott Arndt Jennifer Spencer Members Absent: Robert Greene Visitors: Lee Russell Kim King Keia Pickett Earl Smith CLERK' S PRESENTATION: Donna Smith, Kodiak Island Borough Clerk, gave a presentation on Parliamentary. Procedure for elected bodies or governing groups. Advised the Board that they would have to have four ~4) members present to have a quorum or to approve any item voted on. They are to follow Roberts Rums of Order during *heir meetings. Also advised Board that they were only to take action on items on agenda not on iterni, rich were brought up during comments. Those items should be put on the agenda for the .next meeting and discussed at that time. Advised Board on procedure for meetings and advertising meetings They are public meeting, so are open to the public. The Board is to submit a budget by March, 1998 for year and should hold work sessions to discuss budget. Asked for questions and encouraged Board Members to call her office if they had questions. NEW BUSINESS: ELECTION OF OFFICERS Jennifer Spencer asked lax' :darificat+ion on the duties of the Chair. Charles Lorenson outlined duties of Chair. Scott Arndt nominated Charles Lorenson for Chair. Jennifer Spencer nominated Kevin Arc~lt-for Chair. Vote was taken by ballot. Kevin Arndt was elected Chair for the year. Charles Lorenson was asked if he would take Vice-Chair. Charles declined. Charles Lorenson nominated Ed Mahoney. No one else was nominated. Ed is Vice, Chair. RUSSELL SUBDIVISION ae Russell, Kim King and Keia Pickett came before the board to ask for Service District One to provide snow plowing and sanding services to Mr. Russell's subdivision. The Kodiak Island Borough has not approved the roads, but residents are paying Borough taxes. Discuss was held on the issue. The Service District did provide snow plowing last year and damaged a manhole cover. Kevin Arndt ask Mr. Russell if they provided services would he not hold the Service District responsible for damages. Mr. Russell declined. He did say he would flag the manholes so the drivers could see them. More discussion was held on the issue. Charles Lorenson made a motion that the Service District continues to provide snow plowing and sanding services the Russell Subdivision with the condition that he flags manholes. Scott Arndt seconded the Motion. Charles Lorenson amended the Motion to include the Trinity Subdivision, which has the same circumstances. The amendment was voted on and passed. The original Motion was called for vote: Charles Lorenson -yes Kevin Arndt -yes Ed Mahoney - yes Jennifer Spencer -yes. Eric Kocurek - no. The Motion passed. BOARD COMMENTS: ;ott Arndt commented that he was unhappy with the services being provided to the Service District for sanding and plowing. The contract called for two (2) snow plowers and only one was out today, 12/10/97. Charles Lorenson stated that one of the snowplows had problems and they were trying to fix it, and hoped to have it back in service sometime during the night. It was also brought to the attention of the Board that sanding of the road during the prior week was not done timely. The roads should have been sanded days earlier than they were. AK is subcontracting the sanding out to Brechan and you have to call them early to get on the schedule. Charles noted that the new Chair would need to call between tam and 4am to let Brechan know that the roads need to be sanded. You also have to call AK early to get on their schedule for plowing. Kevin was going to take a look at the road situation after the meeting and notify Brechan and AK of want needed to be done, as it was now raining on top of the 8" of snow received during the day. It was noted that several streets had not even been plowed. Kevin stated he would check out the situation. Eric Kocurek stated his concern about the costs of Dl instead of chips on the roads. Discussion was held and it was decided that they would look at comparison figures during the work session to be held in January. Eric Kocurek also was concerned that the Service District would continue to provide services to Lee ''ussell's subdivision when the road was not approved. He would like to see the issue directed back to Borough Assembly for resolution before any further services are provided, as this issue had been ,ing on for several years. Kevin Arndt welcomed Jennifer Spencer to her first meeting of the Service District. WORK SESSION: Work Session was scheduled for January 6, 1998 at 7:30 pm Bayside Fire Station to discuss Budget.
