MINUTES
John Parker moved to approve the minutes of June 11, 1996, Scott Arndt seconded.
Motion carried by unanimous voice vote.
Scott Arndt gave a brief review of the Service District's financial report. The road service
district had been charged for time put into the transfer of the water /sewer records to the
city. The amount that was charged to the road service district will be transferred out.
Charlie Lorenson will have a detailed financial report at the next meeting.
NEW BUSINESS
WINTER/SUMMER ROAD SERVICE
There was discussion concerning the ongoing problems with the contractor. The contract
was issued for two years and is good through June 30, 1997.
Dust control and brush removal were discussed briefly. The board will have to justify the
cost of lignicsite before it considered using it. Brush removal will be discussed more in
the spring.
One of the principal concerns discussed is the closure of Mallard Way for the winter. The
handicap bus should not be using Mallard Way for access to North Star School. At the
direction of the board Charlie Lorenson will notify the School Board in writing.

John Parker moved to close Mallard Way for the winter when a potential hazard exits.
Roy Aguirre seconded. The School District, bus carrier, and all other concerned parties
will be notified. Motion passed unanimously.
Another area of concern was the access of Antone Way from the North Star School
parking lot.
ELECTION RESULTS
There were no results at this time.
OLD BUSINESS
A. D -1 ROADS
Mr. Arndt explained that the Borough would advertise for a contract to supply D -1
gravel. This project will be advertised on October 11, 16, and 21, 1996 with the bid
opening on October 25, 1996. The contract will run for one year.
VISITORS COMMENTS
Eileen Probasco addressed her concerns about the dust in the summer and she had several
questions regarding the road service district.
BOARD COMMENTS
Earl Smith commented that the City of Kodiak may be
annexation and may be holding informational meetings.
