1997-05-27 Regular MeetingThe meeting was called to order by Chair Charles Lorenson at 7:30 p.m. in the Bayside Fire Department. Members Present: Members Absent: Tony Perez Others Present: Claire Heine Jim Graham/A -K Construction AUDIENCE COMMENTS Claire Heine had a question regarding what Borough taxes took care of the roads in Service District One. It was explained that Service District One had a mill rate of 1.5 for fire service and the road service mill rate was lowered this year to .75 from 1.75 mills. MINUTES Scott Arndt move to approve the minutes of March 18, 1997 with the following change on Page two under section II snow removal and sanding contract: delete (Eider extension). Roy Aguirre seconded. Motion passed by unanimous voice vote. FINANCIAL REPORT SERVICE DISTRICT NO. 1 BOARD MEETING May 27, 1997 Charles Lorenson, Chair Eric Kocurek Scott Arndt Kevin Arndt, Vice -Chair Roy Aguirre Ed Mahoney Charles Lorenson reviewed the financial report ending April 1997. Scott Arndt moved to acknowledge receipt of the financial report. Ed Mahoney seconded. Motion passed by unanimous voice vote. OLD BUSINESS D -1 Roads Charles Lorenson updated the Board on the progress of the D -1 project. There was a concern that the map provided for the Service District roads was incorrect and needed to be updated. Charles Lorenson and Kevin Arndt will do research on the map and bring it back to the Board. Service District #1 Minutes, Page Two May 27, 1997 Dust Abatement Charles Lorenson informed the Board that he had numerous phone calls from residents on the road dust. The State has put Calcium Chloride on Island Lake road and may be using it on other roads they maintain. Charles Lorenson talked to John Sullivan, Public Works Director for the City of Kodiak, about Lignosite. The City of Kodiak uses Lignosite on their roads and has had success with it. Jim Graham from A -K Construction asked if the Board considered recycled asphalt as another alternative. The Board discussed all three products for dust abatement and decided more research was needed. A worksession will be scheduled for June 4, 1997 at 7:30 p.m. at the Bayside Fire Department. Eric Kocurek will bring more information on the recycled asphalt and Charles Lorenson will get more information on the Lignosite and Calcium Chloride. NEW BUSINESS Snow Removal and Sanding Contract Scott Arndt moved to recommend to the Borough Assembly to award the Snow Removal and Sanding Contract to A -K Construction starting July 1, 1997 for two years. Roy Aguirre seconded. There was discussion on the type of equipment that will be used on the road and the use of chips instead of D -1 gravel or C -1 gravel . Ed Mahoney =yes, Kevin Arndt =yes, Eric Kocurek =yes, Roy Aquirre =yes, Scott Arndt =yes, Charlie Lorenson =yes. Motion passed unanimously. Ordinance to exempt property from Service District #1 tax The Board discussed having an ordinance put in place exempting certain properties from Service District One. These properties would have no access or potential use of the service district roads. Charles Lorenson will have a draft ordinance for the Board to review at the worksession on June 4, 1997. BOARD MEMBERS COMMENTS Charles Lorenson commented that he felt it wasn't fair for residents to pay a road tax when they don't use the roads. Resurfacing of Jackson Lane was brought up, the Board directed Charles Lorenson to follow through with the project. Charles also commented that the Service District will be responsible for all signs in the Service District. Service District #1 Minutes, Page Three May 27, 1997 Kevin Arndt had a question on how the Service District can raise the mill rate back to 1.75. Eric Kocurek commented on the roads in Lee Russell's subdivision, when will the Service District receive ownership? Charles Lorenson explained that the Borough will turn the roads over to the Service District when they meet Borough standards. ADJOURNMENT Charles Lorenson, Chair at 8:50 p.m. Gale D.
