Permanent leachate scale treatment of Kodiak waste -water
treatment are pre and post RAS pumps. This includes
FlowScience LSC Systems removal of existing scale build up
within the existing line based on variables discussed. We
have determined an area of critical importance to begin the
next stage of electronic anti -scaling treatment.
THE PROBLEM
Leachate scale is building up at a variable pace and causing RAS
pump failures requiring de-scaling/re-builds. Additionally
system is experiencing various levels of scaling precipitation
throughout.
THE SOLUTION
Four (4) FlowScience XL 2 -channel / 4x treatment pad systems
to be installed at locations determined. 1 LSC system will be
placed on the influent side of RAS pumps and 1 LSC system
on the effluent side to protect piping . We will require some
flow in order to descale the application. Entire system will be
monitored for scale fall -out and improvement areas.

Systems simply require plug in to 120VAC and will have 70'treatment
cables / 4 treatment pads per system
* Systems will be designed with the ability be moved if needed and will
be discussed after initial evaluation of the objective.
THE RESULTS
FlowScience LSC will remove existing scale deposits within the
first 6 -weeks of initial turn on of systems. Initial deposits will flow
downstream and should be monitored. Possible break off of
scale deposits will need to be monitored. Systems can be
warrantied for up to 1 1 -years ensuring a seamless and
permanent leachate scale solution for this application. Kindly
review FS Post Install Doc for further details.

SMBRTM - SUSPENDED MEDIA BIOREACTOR
SMBRTM is a wastewater biological treatment technology particularly
well suited to treat high or variable loads, such as food processing
plants effluent and landfill sites leachate. The floating plastic
media (PEENOXTM) supports the growth of biomass providing
many advantages:

The PEENOXT*' media consists of honeycomb like cylinders offering

Over the past several years, landfill leachate
in North America has shown a significant
increase in calcium content This calcium reacts
With carbonates in the leachate to generate
a hard mineral scale on all available surfaces.
The scaling phenomenon is mainly dependent
on pH, temperature, water hardness, and is
enhanced by the aeration in the SMBRTM
process. The scale deposit on the media will
change its density and impair its movement
in the SMBRTM.
LEACHATE SCALE CONTROL SYSTEMS
A New Technology: The electronic leachate scale control (ELSC)
system initiate the formation of microscopic seed crystals that
remove and prevent the formation of hard scale on piping and
process equipment.
In October 2017, two ELSC units were installed on a full size
SMBRTM' for descaling.

A short time after the beginning of trials, scale removal was
confirmed by higher loads of TSS in the SIVIBRTM effluent. In
addition, within 5 weeks of testing, a 70% decrease of the media's
scale deposit was measured. The ELSC system provides a permanent

THE MSW LANDFILL
Located in Pennsylvania the MSW has experienced its share of common and not so common issues
related to leachate management and treatment. Of pressing concern were areas of rapid scaling in and
between the leachate treatment & holding tanks. New problems have arisen from new solutions.
CHEMICAL DE -SCALERS HAVE SIDE EFFECTS
The MSW landfill under testing is lead by one of the most talented engineers throughout the
organization and is very efficiently managed. Rapid scaling impedes flow and processes and has
become a continual challenge to pre-treatment and movement of leachate. Chemical de -scalers were
added to solve the issue with cost being secondary. As advised the scale was dissolved and did not
return, but a new problem was discovered s ho rt ly t he rea fte r. Following several weeks of changingthe
chemistry and pH levels, manganese levels were out of control. A diagnostic of all the new variables
was run. It was then determined the addition of chemical de-scalent was a contributing factor to
increased manganese levels. A Solution Created New Problems.
ANOTHER SOLUTION COMES OUT OF THE BLUE
The dM was contacted by a Sustainable Technologies Organization; Gii Scale
Control. They had a story about a technology they claimed was changing the
way landfills do maintenance when it comes to the treatment of leachate
scale. Even under extreme circumstances they assured us they could do the
job. Following the engineering design call and determination Gii Group also
gave to the site a wrltte n gua ra ntee on perfo rma nce. The tech no logy ltse If
uses a proprietarryy pulse energy signal that creates a new path of least
re sista nce for carbonite particles. The carbonite is now attracted to solids
and create microscopic seed crystals that flowthrough solution. Moreover
the device induces a chemistry reaction that creates billions of nano CO2
bubbles that slowly dissolve the scale much like a chemical de -scaler but is a
completely natural part of the reaction process. "The most significant benefit

SUBJECT: Authorization To Purchase Leachate Scale Control Pads For The Leachate
Treatment Plant

RECOMMENDATION:
Move to authorize the manager to purchase Leachate Scale Control Pads in the amount of $59,980
DISCUSSION:
The Kodiak Island Borough (KIB) Leachate Treatment Plant (LTP) has been experiencing scaling of
equipment, tanks, and piping throughout the membrane bioreactor process. The scaling has been directly
associated with the chemical changes to the leachate since the initial sampling occurred in the period
from 2005 through 2008 during the Lateral Expansion design process. The calcium carbonate scaling is
directly related to the release of calcium from multiple years of accepting sanitary sludge that was
augmented with large quantities of lime for the vector control required for the transport of the sludge
product. Pretreatment upgrades that consist of aeration and a clarifier have already been approved. This
process will help with the removal of the scale from the influent before it enters the bioreactors.
Gii Group's FlowScience technology uses an advanced signal generating technology that produces an
electrically generated catalytic effect that initiates the formation of microscopic seed crystals and clusters
of calcium carbonite and other mineral components. These seed crystals and clusters prevent the
formation of hard mineral scale on piping and equipment surfaces. The technology itself will loosen or,
in most cases, eliminate existing scale deposits altogether.
Staff recommends purchasing four pad units to place on piping that is located before and after the RAS
pumps. The pretreatment upgrades will not remove scaling that we are seeing on the pipes and
equipment inside the plant. If the pads work, this could help extend the life of some of LTP piping and
equipment.

FISCAL IMPACT:
Cost of pads are $59,980.00. Minimal amount of electricity will be used for powering the units. Depending
on 120 -volt outlet locations, additional cost due to having an electrician add a more accessible outlet may
occur. No significant impact after installation cost.

The FlowScience system uses advanced signal generating technology
applied to water via proprietary web induction treatment pads that
are attached to piping, pumps or custom designed reaction
chambers. This technology produces an electrically generated
surface active catalytic effect in water that neutralizes the natural
charge of suspended solids.
The technology, in effect, creates billions of available nucleation
sites out of the suspended solids in the water that were previously
unavailable due to their natural charge. When nucleation occurs, the
dissolved calcium carbonate follows a path of least resistance by
precipitating as microscopic seed crystals onto the suspended solids
that are in solution with it and travelling at the same rate, rather
than onto static piping or equipment surfaces.

In addition to controlling
the formation of new
scale, the FlowScience
system provides two
functions that allow
existing mineral scale
deposits to be gradually
soft end removed:
•The precipitation reaction previously outlined
above transforms the previously supersaturate
solution into a lesser or undersaturated solution that
has greater ability to dissolve existing calcium
carbonate scale and carry it in solution.
• Descaling can also be attributed to the
liberation of dissolved CO2 from leachate solution
as CO2 nanobubbles. These nanobubbles have a
localized low pH in the range of 4 to 4.5. Physical
contact of the acidic bubbles with existing scale
promotes a carbonic acid affect that softens
existing deposits. These bubbles have little affect
on the bulk pH solution

PROJECT Pneumatics are being pulled weekly for acid baths
and maintenance. LSC Pump Protectors have kept the
ONE affected pumps scale free and dewatering for over a
year and counting.
A Big 3 landfill is laden with aluminum dross
composition in multiple cells. Precipitation of scaling is
