Page 1 of 3 KODIAK ISLAND BOROUGH STAFF REPORT SEPTEMBER 29, 2022 ASSEMBLY SPECIAL MEETING Kodiak Island Borough SUBJECT: Resolution No. FY2023-13 Designating The Individual Who Will Serve As Temporary Administrative Official During The Absence Of The Kodiak Island Borough Manager ORIGINATOR: Nova Javier, Borough Clerk RECOMMENDATION: Move to adopt Resolution No. FY2023-13. DISCUSSION: This resolution is presented to appoint Environmental Specialist/Solid Waste Manager Jena Hassinger to serve as temporary administrative official to act as manager during the Interim Manager's absence. This is in compliance to KIBC 1.10.030 and KIBC 2.10.010. ALTERNATIVES: FISCAL IMPACT: OTHER INFORMATION: KIBC 1.10.030 "Administrative Official" means the individual designated by assembly resolution to act as manager during the manager's absence or disability. KIBC 2.10.010 The manager, administrative official, clerk, and attorney shall be appointed by the assembly. All other officers and employees will be appointed by the manager except that the director of finance shall also be confirmed by the assembly as provided in KIBC 2.70.010. FY2023-13 6 7 A RESOLUTION OF KODIAK ISLAND BOROUGH DESIGNATING THE INDIVIDUAL WHO 8 WILL SERVE AS TEMPORARY ADMINISTRATIVE OFFICIAL DURING THE ABSENCE OF 9 THE KODIAK ISLAND BOROUGH INTERIM MANAGER 10 11 WHEREAS, a clear procedure for administration needs to be in place in the event of an 12 emergency or other pressing issue during the absence of the Borough manager; and 13 14 WHEREAS, Kodiak Island Borough Code 2.20.080 provides that an administrative official is to 15 be designated to act as manager during the manager’s absence or disability; and 16 17 WHEREAS, Engineering & Facilities Director Dave Conrad is currently designated as Interim 18 Borough Manager; and 19 20 WHEREAS, Solid Waste Manager/Environmental Specialist Jena Hassinger has agreed to a 21 temporary assignment as Administrative Official. 22 23 NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND 24 BOROUGH that: 25 26 1. The assignment as Temporary Administrative Official will remain in effect until 27 Engineering & Facilities Director Dave Conrad is no longer designated as Interim Borough 28 Manager, or the Assembly appoints a new temporary or regular Administrative Official. 29 30 2.
