Budget Public Hearing/Regular Meeting

1. CALL TO ORDER
Chair Scott Arndt called the meeting to order at 5:39 p.m.
2. ROLL CALL
Board members present were Chair Scott Arndt, Paul Hansen, Mike Sirofchuck, Craig DeHart
and Curtis Howell. Jay Baldwin and Dennis Symmons were absent. A quorum was established.
Also, in attendance were Tyler Randolf, Jeremy Williamson, Celeste and Dave O'Brien, Finance
Director Dora Cross, and Engineering & Facilities staff Patricia Valerio.
3. APPROVAL OF AGENDA
DEHART MOVED to approve agenda. SIROFCHUK seconded.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
4. APPROVAL OF MINUTES
DEHART MOVED to approve minutes from April 19, 2022. HOWELL seconded.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
5. ACKNOWLEDGE RECEIPT OF THE FINANCIAL REPORT
SIROFCHUK MOVED to acknowledge receipt of the financial report. DEHART seconded.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
6. VISITOR COMMENTS — Limited to 3 minutes.

7. CHAIR'S REPORT
Chairman Scott Arndt announced the service area has been working on ditch cleaning, building
up the crowns on the roads, and grading. The turn onto Sharatin Road has always had issues with
potholes at the comers. He received approval from the State to cut the bank and put in gravel. He
is also looking into getting that portion paved so there is less damage overall. All the steel
culverts in the service area are rusting out.
Scott has been talking with Engineering and Facilities Director David Conrad about the CPI
increase to the contracts for the service areas. Service Area 1 will be at about a 15% increase.
Overall cost increase calculated out to about $45,000, based on the funds outlined in the budget.
He asked for any comments from the Board. None of the Board members had any objection to
Lthe increases. Scott said he would keep perusing the changes.
S. OLD BUISNESS
A. COVE DRIVE

Scott Arndt discussed his concerns with the Board. This area has a long culvert that needs
addressed. This is located near Safeway and Walmart and therefor services a larger area.
Replacement, instead of cleaning it out, would be a more cost-efficient way to take care
of the culvert. He will get together with the property owners that the culvert extends onto
and discuss options with them.
B. KATMAI DRIVE
Scott Arndt explained the driveway permit application process and reviewed the issues
that he sees with the Katmai property. He also announced that Engineering and Facilities
Director David Conrad agrees with him that it needs to come out. There was discussion
among the Board about the overall effects that it has on the area. Scott estimated that
about 70 feet that would need to be removed. Scott will reach out to property owner and
discuss options to move forward.
C. MELNITSA LANE
Scott Arndt briefly explained the issues with this one. And said that he is still working
with Engineering and Facilities to come up with a solution. The property owners have not
been notified yet.
9. NEW BUISNESS
A. WOODLAND DRIVE
Scott Arndt discussed his concerns with the area of Woodland Drive. He also announced
that he received a letter from a resident (attached to packet). There was discussion among
the Board. Scott does not recommend the Service Area to do anything about the concerns
of the homeowner in the letter, the issues happening are on the homeowner's property.

S. Arndt — Want the folks living off State Roads in Service Area 1 to start paying taxes to
Service Area 1. There is money on the CIP list for paving, might be a possible funding
opportunity.
