12/29/2021 Regular MeetingSOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES December 29,2021 - 5:15 PM Kodiak Island Borough Assembly Chambers Call to Order Chair Szabo called the regular meeting to order at 5:15p.m. on Wednesday December 29, 2021. Roll Call J. Basuel conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo, Doug Hogen, Terri Pruitt, Andie Wall, and Robert Williams. Nathan Svoboda and Patrick Cummings were absent. Other's present were Kodiak Island Borough Assembly Member Scott Arndt and Scott Smiley, Kodiak Island Borough Director David Conrad, Kodiak Island Borough Solid Waste Manager Jena Hassinger. Approval of Agenda HOGEN MOVED to approve the agenda. WALL seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes HOGEN MOVED to approve the minutes of December 1, 2021. PRUITT seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: Discussion Items: A. Engineering & Facilities: David Conrad reported the Kodiak Brown Bear Trust (KBBT) grant in the amount of $2,000 was denied but was encouraged to reapply for a smaller amount. A second grant in the amount of $1,000 was submitted. Discussion among the Board: Large yard waste collection and what program to re- establish, UMOT codes, dumpster issues, violation and how to enforce Borough code. B. SWAB Outreach: Jena Hassinger handed out to the Board examples of SWAB logo designs, page ad for the Chamber of Commerce relocation packet and information on KIOSK for possible events. C. Threshold Recycling: None. D. Alaska Waste: None. E. City of Kodiak: None. F. Strategic Planning and Goal Setting Cont.: Andie Wall mentioned she still waiting to receive the SWAB Analysis and responses from the Board in order to move forward with the strategic planning. Visitor Comments: None. Board Member Comments: S. Smiley — None. R. Williams — None. A. Wall —Thanked everyone who attended the Kodiak Tribal Recycling event. She announced over 1,500 pounds were collected from on the road system and over 10,000 pounds of electronics from off the road system. It was a success and received a lot of great feedback. D. Hogen — Cardboard recycling near Spruce Cape area was full and asked who to get in contact. N. Szabo mentioned to contact Threshold Recycling. T. Pruitt — She mentioned she will be in contact with Alaska Representative Louise Stutes to see if other communities in Alaska have these problems about people leaving items outside of receptacles. S. Arndt — Thanked Nick Szabo for his service he provided to the Kodiak Island Borough and to the Board. N. Szabo — Shared with the Board what he had learned and what he had accomplished from being on the Board. He thanked the Borough Staff for all their support and appreciated all their support to the Board. D. Conrad — Thanked Nick Szabo for his time and effort he has given and announced the Borough has a plaque, which will presented to him by the Borough Mayor at the next Assembly meeting.
