2022-01-19 Regular MeetingKODIAK ISLAND BOROUGH Planning and Zoning Commission Regular Meeting January 19, 2022 A Planning and Zoning Commission Regular Meeting of the Kodiak Island Borough Assembly waws held on January 19, 2022, in the Virtual of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m. Present were Alan Schmitt, Kent Cross, Paul VanDyke, Andrew Kenneson and Christopher Paulson. Call To Order Pledge of Allegiance Roll Call Approval of Agenda Approval of Minutes Cross moved to approve December 15, 2021 Minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY 5/0. Van Dyke moved to approve Applicant Mill Bay Plaza, LTD to grant preliminary approval, per KIBC 16.40, of the subdivision of Commercial Tract 1 & 2,Tract S-5A-1, U.S.S. 3218, 3467, 3469 plat 93-34 creating Commercial tracts 1A, 2A, 3 and 4 of Tract S-5A-1 being a portion of U.S.S. 3218, 3467, 3469 and creating a 40' & 50' driveway and utility easement; subject to 8 conditions of approval and to adopt the findings in the staff report dated January 14, 2022 and entered into the record for this case as "Findings of Fact" for case S22-007. Commissioner VanDyke MOVED TO AMEND the motion to add "Conditions of approval to add a condition for a plat note that the responsibility of maintenance for the access easement are spelled out in agreement that is recorded at the District Recorders Office." Chair to Close Public Hearing Commission Discussion ROLL CALL VOTE ON MOTION TO AMEND CARRIED 5/0 ROLL CALL VOTE ON MOTION AS AMENDED CARRIED 5/0 Old Business A Title 18 Land Disposal review, per chapter 18.20 KIBC, to consider disposal of The Four (4) Parcels Identified in the Table Labelled Attachment A be declared not to be of "Public Need" and offered at a Future KIB Land Sale. Paulson moves to approve Resolution FY2022-01. Cross seconds motion. ROLL CALL VOTE CARRIED UNANIMOUSLY 5/0. New Business Elections - Chair and Vice Chair Chair Schmitt opened nominations for Chair: Commissioner Cross nominated Alan Schmitt for Chair. VanDyke moved to vote by unanimous consent. Cross seconds motion to vote by unanimous consent. VOICE VOTE TO UNANIMOUS CONSENT CARRIED 5/0 VOICE VOTE FOR COMMISSIONER SCHMITT AS CHAIR CARRIED 5/0 Cross moved to nominate VanDyke for Vice Chair. Cross moved to vote by unanimous consent. Paulson seconds motion to vote by unanimous consent. Welcomes Commissioner Paulson. • Cross welcomes Mr. Paulson, Ms. Johnson and the new idea's they will bring, along with having a full-bodied commission. • Kenneson also welcomes Paulson to commission. • Paulson thanks everyone for the welcomes. Excited to be on the Commission. • Schmitt gives a few words of advice to Mr. Paulson. Shows concern about missing content for virtual meetings. Announcements From The Chair The next Work Session of the Planning and Zoning Commission is scheduled for: • February 9, 2022 6:30 p.m. in the Assembly Chambers.
