DISCUSSION: WHEREAS, we are honored to stand by Alaska’s dedicated law enforcement professionals who, day after day, safeguard our families and communities, enforce the rule of law, and respond in times of crisis; and WHEREAS, the vast landscape and harsh environments that make Alaska so distinct, also provide unique circumstances for our law enforcement personnel, and the dedicated men and women of Alaska’s law enforcement agencies rise daily to the trials at hand, selflessly serving Alaskans in some of the most challenging environments in the world; and WHEREAS, we stand by our everyday heroes, including Alaska’s local Police forces, the Alaska State Troopers, Park Rangers, Village Public Safety Officers, and Correctional Officers, and lend our wholehearted support to them as they continue to give of themselves for the benefit of all. KIB acknowledges that we are gathered in the Alutiiq/Sugpiaq homeland. We thank and acknowledge the 10 tribes of the Kodiak Alutiiq Region. The heritage and culture of the Alutiiq people continue to enrich our communities. Where we gather today is in the ancient homeland and traditional territory of the Alutiiq/Sugpiaq people. The name Kodiak is based on the Alutiiq word Qik’rtaq, iik shstuck, meaning Island. I would like to acknowledge that the land we live, work, learn and gather on is the original homeland of the Alutiiq/Sugpiak people. We recognize the complex history and rich culture of our native community. We acknowledge a sometimes-difficult history and the resilience of the Alutiiq families who make up an important part of our community today. Staff Report - Engineering and Facilities Director, Dave Conrad Assembly Discussion Roll Call Vote DISCUSSION: During the past several years the Kodiak Island Borough School District has discussed the overall condition but mostly appearance of the moss covers treated cedar shingle roof at Main Elementary School. The KIBSD contracted to have moss removal performed at Main Elementary School. As this roof is a treated cedar shingle roof and due to its age and overall condition, the water blasting that was performed resulted in additional degradation and created a perceived emergent issue to replace the existing roof. The Engineering and Facility Department staff contacted a local roofing contractor for a review regarding repairs in October 2021. The information provided was to leave the roof in the condition that it currently stands as it has not been reported to be l eaking. Staff is recommending the preparation of a bid package for the replacement of the existing roof with architectural shingles and acknowledge that soft areas will likely require the replacement of roof sheathing as identified during the job progress. The bid package should be prepared and advertised as quickly as possible to allow for the roof replacement to be completed during the next building season. If time and materials availability are a completion factor by the August start of school, allow staff and the contractor to identify the roof section that require immediate attention and perform the work in the established repair section order jointly defined with the contractor. Project Scope The Roof Replacement will be a comprehensive removal and replacement of the existing roofing system. Scope will include: • Removal of the existing wood shake roof and underlayment, approximately 28,350 sf plus a 1,350 sf canopy. • Installation of a new asphalt shingle roof with underlayment. • Associated metal flashings and accessories. • The project will include a Bid Alternate of a high-build architectural shingle as an alternative to the Base Bid regular asphalt shingle. Notes and Exclusions • One site visit by the architect is included during design. It is anticipated that as-built information can be supplemented by KIB staff if needed. • Limited structural support during design is included with the anticipation that the design drawings will include some notes about methodology for structural sheathing replacement. Design work for structural framing replacement is not included and may need to be added if framing degradation is observed during construction. • The project is anticipated to proceed directly into design to allow for construction in the summer of 2022. • No professional cost estimation is included in the proposal due to the abbreviated nature of the design process. (PND) performed a structural condition assessment of the Main Elementary School roof. On August 6, Brian Nielsen, P.E., S.E. made a site visit to perform the structural condition assessment of the roof. The intent of the structural condition assessment was to review the existing structural framing for immediate life safety issues as the school is planning on opening to students soon. The condition assessment was based off visual observations. The condition assessment was limited to the structural system and did not include architectural finishes, roofing, electrical and lighting systems, communication and alarm systems, plumbing, mechanical systems, etc. Observations The school, built 1981, is two-story structure consisting of a primarily timber-framed roof. The original roof consisted of 2x12 roof joists spanning between Glu-lam trusses or beams. A new roof was installed in 1992. Cedar shingles on 7/8” plywood over 2x4 overframing joists were added to the top of the 2x12 roof joists. Batt insulation was installed between the 2x12 roof joists. Rigid insulation and GWB was added at the bottom of the 2x12 roof joists. Kodiak Island Borough (KIB) maintenance staff was recently cleaning moss off the roof and noted several spots that appeared to be soft. These soft spots were located above the main entry/lobby/commons area. KIB requested PND to verify if any of the structural roof framing was compromised and needed reinforced prior to opening the school. While onsite, several water stains were noted on the GWB at the underside of the roof near the main entry/lobby/commons area (below roof soft spots). Maintenance staff cut two holes in the GWB at underside of the roof, one above the stairs leading down to the lower level commons (Grids G & 6), and one above the lobby (Grids E-7). Maintenance staff noted that there had been leaks in the roof in these areas in the past. In both locations the existing plywood, 2x4 joists, 2x12 joists, and batt insulation were all very dry. There were stains on the sides of the roof joists and the underside of the plywood indicating the roof AGENDA ITEM #13.A.1. A lot of ventilation in the roof cavity could be felt. If there was a small leak in the roof, the ventilation would dry up the moisture quickly and not allow the moisture to collect for long enough to cause rot in the timber framing. There were locations where the nails attaching the plywood to the 2x4 joists were almost all misdriven, not connecting the plywood to the framing. There were also locations where there was a gap between the top of the 2x12 joists and the underside of the 2x4 overframed joists. Shims were not added between the two elements providing direct load transfer between the two elements. Either of these two conditions could be the cause of the flexibility in the roof that was noted by maintenance staff. The attic space above the 2nd floor east-west corridor was also accessed. There were some water stains on the GWB walls and ceiling indicating past roof leaks, specifically at the wall along Grid C.5. The water stains were minimal and do not require immediate structural attention. In conclusion, we did not see any evidence of structural deterioration of the main structural roof framing that requires immediate attention. The roofing will likely need to be replaced or partially replaced. We recommend that an architect is consulted to determine the best long-term fix for the roofing. When the roofing is replaced, it is possible that there will be localized spots of deteriorated plywood. In these locations, the deteriorated plywood should be removed and replaced. While replacing the plywood, the roof joists shall be inspected to determine if the deterioration extends into the roof joists. PND can provide structural details for this work if requested. Maintenance staff noted that the roof shingles are very brittle and are crumbling in numerous locations. The moss on the roof may have been plugging leaks in the roof. Therefore, leaks in the roof will likely continue and could be worse this fall. The leaks should be monitored and if there are any areas where it appears that water is pooling and collecting, holes shall be drilled in the GWB to relieve the build-up of water in the roof cavity. If rotten shingles and gaps are not replaced and covered with new shingles, the rot will only continue to spread, leading to damage in the infrastructure of the building. This contract is for replacement of siding and windows at North Star Elementary School. The siding on the gym portion of the school was replaced in the summer of 2020. The scope of work for Phase 2 is replacement of siding and windows around the other portions of the school and replacement of a few exterior doors. The siding and windows were installed when the school was originally constructed in 1997. And are showing signs of deterioration. The design was completed by Jensen Yorba Wall and approved by the Architectural/Engineering Review Board. A bid invitation was issued on November 19, 2021. Bids were due and opened on December 16, 2021. Three bids were received, staff has determined that the low bidder is Wolverine Supply, Inc. of Wasilla. The bid tabulation is attached. The work is scheduled to be completed by August 30, 2022. ALTERNATIVES: Take no action or reject all bids. FISCAL IMPACT: Kodiak Island Borough School District has provided $502,000 in funding to complete Phase 1 and partially fund Phase 2. KIB staff received approval from the Alaska Department of Education and Early Development to redirect approximately $875,000 in remaining bond funds to fully complete this project. Contract No. FY2022-26 North Star Siding And Window Upgrades Page 55 of 143 Contract No. FY2022-26 Kodiak Island Borough Construction Contract Page 2 of 3 however, that upon receipt of written notice from the Contractor of the existence of causes over which the Contractor has no control and which must delay furnishing of materials or the completion of the work, the Contracting Officer may, at his or her discretion, extend the period specified for the furnishing of materials or the completion of the work, and in such case the Contractor shall become liable for liquidated damages for delays commencing from the date on which the extended period expires. The bonds given by the Contractor in the sum of $787,000.00 Payment Bond, and $787,000.00 Performance Bond, to secure the proper compliance with the terms and provisions of this Contract, are submitted herewith and made a part hereof. The Contractor further covenants and agrees that the entire construction will be done under the administration of and to the complete satisfaction of the Borough subject to the inspection at all times and approval by any regulatory agency, and in accordance with the laws of the State of Alaska and the Borough. For purposes of this Contract, Contracting Officer means Roxanne Murphy or any other person designated by the Borough Manager. The Contractor is an independent contractor and not an employee or agent of the Borough. Staff Report - Engineering and Facilities Director, Dave Conrad Assembly Discussion Roll Call Vote DISCUSSION: The original ozination decontamination system is no longer functional and is not supported by any existing company in that industry. The Kodiak Island Borough hired a third-party contractor to assess the existing system earlier in 2021. This contractor came to the facility and that evaluation defined the system as nonfunctional. Due to the hour meters on the existing equipment the contractor stated that this equipment did not properly function from the time of installation. The KIB hired CRW Engineering Group, LLC. to perform a site visit and prepare a design for a temporary chlorination system that ensures compliance with an Alaska Department of Fish and Game Aquatic Resource Permit required for holding live shellfish at the facility. This system has been installed and is functional and being monitored for proper function. Staff is recommending hiring CRW for a professional services contract due to their process engineering expertise in the rural water and wastewater field. This contract will provide a defined scope of work, assistance with the preparation of bid documents, support during the bid and construction process. In addition, CRW will assist the KIB in application and instatement of the required Alaska Pollutant Discharge Elimination System Permit if required by the Alaska Department of Environmental Conservation. Our preliminary work identified both ozone and ultraviolet (UV) disinfection as viable long‐term solutions for disinfecting wastewater from the facility and provided design for a chlorine disinfection system to bring the facility into immediate compliance with discharge permits. SCOPE OF SERVICES CRW proposes to provide the following services under this scope of work. The CRW work will be led by project manager and process engineer Rebecca Venot, PE. When construction is complete, an interim and final request for operation will be submitted. A minimal amount of correspondence and dialogue is anticipated with ADEC for this permitting effort. We assume that NOAA or KIB will coordinate any reviews by ADF&G. Task 4 Construction Administration KIB will manage the construction including contractor interfacing, payment requests, and regular inspections. The KFRC houses office, records, and laboratory space for ADF&G and NOAA’s fishery research and an educational aquarium and touch tank. The facility draws raw seawater from the bay for use in the labs and aquarium, and returns treated sweater to the same bay. The KFRC’s contaminated sweater treatment system consists of sand filters and ozone for disinfection. The facility should have an Alaska Pollutant Discharge Elimination System (APDES) permit administered by the Alaska Department of Environmental Conservation (ADEC). Additionally, specific disinfection requirements are required by the Alaska Department of Fish and Game (ADF&G) for wastewater from the laboratory research as part of the aquatic species permits required of researchers. This memorandum summarizes the permits required for the KFRC facility operation and a path forward to bring the facility into compliance. ADF&G Permits The research programs conducted by NOAA and ADF&G at the KFRC require Aquatic Resource Permits to hold aquatic animals at the KFRC. The permits are issued on an annual basis and include provisions for the disinfection of effluent from holding tanks. The intent of the disinfection requirement is to protect the marine life in the outfall area from any potential disease carried by research subjects. There is much less concern with disinfection if aquatic animals are collected from nearby waters rather than imported from a remote region. The standard ADF&G permit template requires disinfection with ozone, bromine, or chlorine. Ultraviolet light (UV) can be used for disinfection, though it is not ADF&G’s preferred method as it requires more careful operation than other disinfection methods. Based on conversation with Michelle Morris from ADF&G, researchers are required to submit their permit requests in December for the following year’s work. Based on the specific planned research for the KFRC in 2022, there are two avenues for facility compliance: NOAA plans to import non‐local species in 2022: a temporary disinfection system will need to be in place prior to specimen import. NOAA does not plan on non‐local work: the permit application can mention that improvements are in progress, no temporary disinfection system is required. With either option, ADF&G requests to be informed of the status of the treatment system and the plan for improvements. The aquatic resource permits include provisions that facilities can be inspected for compliance, though this is rarely done unless there is an outbreak in aquatic resource diseases near the facility. The CWA includes pollution control programs via wastewater discharge standards and water quality criteria for receiving waters. The ADEC discharge permit process is a self‐reporting activity. The permitting process requires filling out a permit application (Form 1 and Form 2C, attached) documenting the facility and anticipated discharge water quality. The form should be submitted 180 days prior to the discharge commencing, since the KFRC is out of compliance, submitting the forms as soon as practical is recommended. Anticipated Discharge & Reporting Requirements Discharge permits for two similar facilities were reviewed to evaluate the potential discharge permit requirements for the KFRC facility. The facility also treats domestic wastewater on site and mixes the domestic wastewater with the main facility effluent. Alaska Sealife Center, Seward: Aquarium and marine mammal rehabilitation facility that also includes bird habitat. Treats up to 8.1 MGD of sweater. Each habitat has dedicated recirculating filter and UV or ozone system. All effluent disinfected with ozone prior to discharge. Based on the discharge requirements for the TSMRI and the Alaska Sealife Center, the KFRC facility can reasonably expect to be required to continuously monitor flow and collect grab samples for fecal coliforms, E. coli bacteria, pH, and temperature. Other parameters may be required based on the nature of the discharge or the sensitivity of the receiving water. Path Forward KIB coordinated with NOAA and ADF&G and determined that out‐of‐area aquatic specimens will be housed at the KFRC in 2022. Based on this, an interim chlorine disinfection system should be implemented as quickly as practical while a longer term solution such as UV or ozone is pursued. We toured the facility and then met with Dave and Eddie to talk about the details of the system. After lunch, Rebecca and Ian continued the evaluation of the facility. The group met at the end of the day to discuss the findings. Ian and Rebecca departed the KFRC around 5:30 pm. Friday, September 3, 2021, Ian and Rebecca met Eddie around 7:15 am to revisit the facility to confirm the backwash operation details. They met with Matt for a ride to the airport around 8:45, and departed on the 10:10 flight, returning to anchorage around 11:15 am. 2. Contaminated Seawater Treatment System Evaluation 2.1 System Summary The contaminated seawater (CSW) system collects wastewater from the laboratories, touch pool, and aquarium and treats it prior to discharge to Trident Basin. The system consists of sand filtration and ozonation for disinfection. 2.2 Contaminated Seawater Pumps The CSW flows by gravity into a 10,000 gallon sump located in the Seawater Equipment Room. The sump has level floats that automatically stop and start the CSW pumps to run the filtration system. The sump was originally outfitted with a level sensor to display the sump level, but it has failed and should be replaced. The pumps are original to the facility’s installation, and no spare pumps or motors are on site. While the pumps may provide many more years of service, a spare should be purchased in event of failure of a single pump. AGENDA ITEM #13.A.3. Contract No. FY2022-28 Kodiak Fisheries Research Center Saltwater Disinf...Page 84 of 143 KFRC Disinfection System CRW Engineering Group, LLC Trip Report & Evaluation Page 2 September 2021 The two seawater pumps (SWP‐6 and SWP‐6A) are fed from panel 1SSB circuit 1, 3,5 and 7, 9, 11 respectively via Motor Starters with HOA switches in the Seawater Equipment Room). The HOA switches are in the AUTO position. 2.3 Sand Filters Three pressurized sand filters operate in parallel to remove solids from the CSW. The filter vessels are wrapped in insulation, and are assumed to be in good condition. There are no leaks or obvious corrosion points on the vessels. Operations staff indicate that the vessels have not been opened to inspect the filter media. Presumably some media has been lost over the years, and the filter media should be replaced. The filters require periodic backwash to remove stored particles and contaminants. Backwash should be initiated based on the differential pressure across the filters, time/throughput, or filtered water quality. Backwash water is supplied through a backflow preventer connected to the building’s potable water supply. During the site visit, a tag on the backflow preventer indicated that one of the two check valves had failed. The check valve or whole backflow preventer should be replaced promptly. Eddie mentioned the backflow preventer in the pump house is similarly tagged. If so, it should also be repaired or replaced. The backwash process is manual and requires the following sequence of operation: 1) Motor Starters for pump SWP‐6 and 6A are put in OFF. 2) Multi Port Valve for the filters are placed into CLOSED. 3) Domestic Water Isolation Valve is opened. 4) Multi Port Valve of the relevant filter is put into BACKWASH. 5) Wait 15 minutes. 6) Multi Port Valve of the relevant filter is put into RINSE. 7) Wait 15 minutes. 8) Filter is ready for production. If other filters need to be filtered, go to step 4. If no other filters need to be backwashed, continue 9) Close Domestic Water Isolation Valve 10) Multi Port Valve for the filters are placed into FILTRATION. 11) Motor Starters for pump SWP‐6 and 6A are put in AUTO. On the top of each filter is a pressure gauge to indicate the pressure at the top of the filter relative to environmental atmosphere. Across each filter is a Differential Pressure sensor which is relayed to the building automation system (BAS). The pressure gauges appear to be functional, but the differential pressure sensors do not appear to be measuring correctly. The tubing connecting the sensors to the filter inlet and outlet piping appears to be dirty and the sensor enclosures themselves appear to be corroded. It is uncertain if the sensors themselves have failed or it is just due to the dirty capillaries. The differential pressure sensors should be replaced to better monitor filter performance. Each system includes a venturi injection point where ozone is injected, then through a 600 gallon contact tank where the ozone reacts with microbial contaminants that were not removed by filtration. The outlet of each contactor has an oxidation‐reduction potential (ORP) sensor installed to monitor the ozone concentration in the discharge. The discharge from the ozone contactors is combined and routed to the upper manhole prior to discharge. The ozone system requires manual start‐stop with the CSW filtration process. Exhibit Photos – ORP Sensor, Venturi Injector Ozone is generated on site in two package ozone generation systems. The ozone generation equipment is located in a small L‐shaped room off of the main Seawater Equipment Room. The room appears to have a 1.5 hr rater firewall separated from the rest of the room, and has a dedicated exhaust fan. The ozone generation equipment were evaluated in May of 2021 by the original equipment supplier. They found that the equipment was not operational due to a nameplate requirement of the equipment of 220V at 50 Hz, which is not the power available at the facility. Each Ozone Generator unit has a 208V Single Phase electrical feed (two out of phase hot cables). Due to the raceway system used, it is undetermined if both Ozone Generators are on the same circuit or not. The existing one‐line diagram indicates that each Ozone Generator is fed from panel “1SSB” via a single pole breaker, on circuits 13 and 17. Inspection of panel ISSB reveals that circuit 13 and 17 are part of a spared 3 pole breaker. Subsequent panel inspection was unable to determine how the Ozone Generators receive power. Further inspection is required to determine and document the power feeds for these units. The Ozone Generator overall nameplate indicates it requires a 240V Single phase feed. Inside the Ozone Generators there are nameplates for subcomponents, which note that motor requires 220 Volts at 50 Hz. AGENDA ITEM #13.A.3. Exhibit Photos – Overall Panel Nameplate, Component Nameplate The building is provided 60 Hz power, and the available voltages inside the building appear to be 480V/277 Wye, and 208V/120 Wye, all of which is standard. How the Ozone Generators passed commissioning with two major electrical issues (units require 240V 50 Hz power and received 208V 60 Hz) is unknown and it is unlikely the units ever properly functioned even when they were technically running. There are two Ozone Monitors and Alarms that are mounted outside the Ozone Generation room. While both units are plugged in to receptacles, the receptacles and the units are currently unpowered. Most discharge permits require flow measurement to report the total amount of water discharged. A flow meter in each of the 4” pipe runs from the tank outlet or in the 6” pipe run after the pipe T should be installed. 3. Recommendations Based on the evaluation and site visit, several types of improvements will improve the operation and permit compliance of the facility. 3.1 Discharge Permit Application The ADEC discharge permit process is a self‐reporting activity. Based on preliminary conversation with Earl Crapps of ADEC’s KIB will need to submit Form 1 and Form 2C of the Alaska Pollutant Discharge Elimination System (APDES) permit application. The first form is a general form with details about the facility, and the second provides additional details regarding the discharge from the facility. During the preliminary conversation, ADEC indicated that disinfection may not be required under the APDES permit, but since it has been part of the process in the past, they prefer that disinfection continues. ADEC does not stipulate the type of disinfection required. It is understood that disinfection is required as part of the fish take permits authorized by ADF&G for the scientific work in the facility. Ongoing conversation with ADF&G will determine if ozone is the best disinfectant or if UV may be permissible. Once any capital improvements are identified and planned, the discharge permit documentation should be submitted. 3.2 Operation and Maintenance Activities Several O&M activities will improve the performance of the facility in the near term: 1. Clean or replace the capillary tubes for the differential pressure sensors on the sand filters. This will allow for better measurement of filter performance and indication of when backwash is required. 2. Maintain Fire rating of wall of Ozone Generator room. Repair the walls and ceiling as appropriate to maintain fire rating. 3. Procure a spare contaminated seawater pump to have on hand in case of equipment failure. 4. Repair or replace the potable water backflow preventer in the backwash supply. 3.3 Capital Projects Several capital projects have been identified: 1. Replace the ozone system with new ozone generation equipment or an alternate disinfectant. a. If ozone is selected, design the replacement system so that it starts and runs automatically. Provide replacement ORP sensors to monitor and control the process. Adjust the BAS to monitor the ozone system and annunciate alarms. b. If UV or an alternate disinfectant is selected, design the system to meet the disinfection needs of the facility and integrate into the existing controls. AGENDA ITEM #13.A.3. Automate the backwash process. To minimize the requirement for operator activities, the backwash sequence could be automated. This would be accomplished by replacing the Multiport Valves and the Domestic Water Isolation valve with automated valves, add a local relay and indicator panel, and report the status to the BAS. 3. Install SWW Flow Meter(s). Install flow meters after the ozone contact tanks or other disinfection process. This flow should be wired to the BAS for ease of monitoring and creating reports. 4. Pending the permit requirements, determine if other online instrumentation is required to monitor the waste stream. 3.4 Electrical Requirements For any new work, it is important to note that one of the following nominal system voltages should be used to avoid future issues and minimize installation costs: 208V three phase, 208V Single Phase, 120V Single phase, all at 60 Hz. Prior to finishing the design of any new electrical loads, the transformer usage should be obtained from the utility to confirm the total available power for new equipment. Due to the fact that motors and fans have been downsized elsewhere in the facility and the likely small load the Ozone Generators require, there should be no concerns regarding available power availability. The existing BAS has a functional head end that monitors the building systems and annunciates alarms appropriately. Any new work that has equipment that has alarms and/or reportable conditions should be wired to the BAS and the head end graphics updated accordingly. There is ample wall space for enclosures for relays/DDC controllers if required, and there is a DDC panel in the boiler room above the Sea Water room to allow connection to the DDC system. New enclosures and devices in the Sea Water Equipment Room should be NEMA 4X (fiberglass) if possible to reduce the potential for corrosion. AGENDA ITEM #13.A.3. The KFRC houses office, records, and laboratory space for ADF&G and NOAA’s fishery research and an educational aquarium and touch tank. The facility draws raw seawater from the bay for use in the labs and aquarium, and returns treated sweater to the same bay. The KFRC’s contaminated sweater treatment system consists of sand filters and ozone for disinfection, though the ozone system is not operational at this time. CRW Engineering Group, LLC (CRW) conducted a site visit in September 2021 to evaluate the system and develop a path forward for regulatory compliance. This memorandum summarizes the treatment options to bring the KFRC into regulatory compliance and provides rough order of magnitude costs. Interim Chlorine Disinfection System Since the ozone system is not functional, disinfection with chlorine will provide the easiest to implement and cost effective interim solution to ensure disinfection of wastewater prior to discharge. The chlorine metering pump would turn on when the flow switch senses flow and run continuously at a rate set on the front of the pump. A chlorine injection system would consist of the following components: Chlorine solution vat (this could be the container the chlorine is shipped in) Chlorine metering pump Injection point in the process piping Flow switch to sense flow and turn on pump Electrical/control disconnects Design of this work could start immediately and would take 2‐3 weeks, assuming only a single deliverable. The construction period is likely a week or less once all materials are on site. The work would be most cost‐effectively completed if the KIB can direct‐hire a plumber and an electrician rather than a general contractor. The cost estimate attached to this memorandum assumes a general contractor in case one is required. Long Term Alternative ‐ Ozone A service technician from Ozone Water Systems, Inc visited the site in May 2021 and identified the components needed for a full replacement of the ozone system. The system would operate when the treatment system is running, turning on automatically and monitoring the ozone generation and residual in the discharge. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Kodiak, Alaska, that Resolution No. 2018-02 is hereby rescinded and the Kodiak Fisheries Work Group is re-es- tablished as follows: 1. Membership. The Kodiak Fisheries Work Group (work group) shall be composed of two rep- resentatives from the Kodiak City Council and two representatives from the Kodiak Island Borough. 2. Organization. The work group shall designate two co-chairs at the first meeting of the calen- dar year and shall meet at least twice each calendar year. The co-chairs shall alternate presiding at the meetings. 3. Purpose, Scope, and Authority. a. Focus on overall impacts to the community and maintenance and growth of revenue streams. b. Understand how various approaches will fundamentally impact fisheries and resources. c. Frame benchmarks and objectives as positive statements. d. Refrain from taking positions on allocation questions to the extent possible while under- standing that many issues and decisions will have allocation implications. e. Focus on broad-scale program features unless specific program elements threaten the goals for management programs as referenced within Resolution No. 2012–31 of the City of Kodiak. 4. Administrative assistance. The City and Borough Clerk’s office staff shall: a. Furnish the work group with copies of all requested documents and other information nec- essary or reasonably related to the work group’s functions; b. The rezone would be an opportunity to implement an action identified in the land use section of the 2008 comprehensive plan: Review existing zoning ordinances with a focus on minimizing the number of zones where possible to mitigate confusion. In addition, the revised 1997 and the original 1991 Lakeside/Safeway Subarea Land Use Plan identified this area as best suited to Retail Business. Both the 91’ and 97’ versions of the plan identify separating potentially conflicting land uses as a key objective . A significant conflict exists with these two zoning districts governing a single parcel, 17.90.010B; C: To prohibit the use of business district lands for manufacturing and industrial purposes; This is a valuable opportunity to implement comprehensive and subarea plan actions. Community Development staff recommends capitalizing on this opportunity. A total of 419 public hearing notices were mailed out on November 18, 2021. The board of equalization shall be composed of five persons, not assembly members, appointed by the assembly. At least two alternate members shall be a ppoint- ed.2. Qualifications. Members and alternate members should be appointed on the basis of their expertise in real and personal property appraisal, the real estate market, the personal property market, and other fields related to their functions as board members.
