2021-12-15 Regular MeetingKODIAK ISLAND BOROUGH Planning and Zoning Commission Regular Meeting December 15, 2021 A Planning and Zoning Commission Regular Meeting of the Kodiak Island Borough Assembly waws held on December 15, 2021, in the Borough Assembly Chambers, 710 Mill Bay Road of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m. Present were Alan Schmitt, Paul VanDyke, Sarah Harrington and Andrew Kenneson. Call To Order Pledge of Allegiance Roll Call Approval of Agenda Approval of Minutes Planning and Zoning Special Meeting Minutes October 29, 2021. Tax Foreclosure Property Review Case 22-008 This request seeks the P & Z Commission review the tax foreclosure list and declare the parcels identified in the table be declared not to be of "public need" and offered at a future KIB land sale, per Title 18.10.030. Kodiak Island Borough Planning and Zoning Commission Regular December 15, 2021 Meeting Minutes ROLL CALL VOTE ON: Vandyke moved to grant The Kodiak Island Borough Planning and Zoning Commission approve the following four (4) tax -foreclosed parcels be declared not to be of "public need" and be offered at a future KIB land sale. ROLL CALL VOTE CARRIED UNANIMOUSLY 4/0 Applicant Mill Bay Plaza, LTD Preliminary Approval for a Rezone Case 22-006. Rezoning of Commercial Tract 1 and 2, Tract S-5A-1, U.S.S. 3218, 3467, and 3469, Plat 93-43 from split zone I -Industrial and B-Business to B-Business and to adopt the Findings of Fact found in the staff report dated December 15, 2021, in support of this recommendation. ROLL CALL VOTE ON: Harrington moved to recommend that the Planning and Zoning Commission approve the rezone of Commercial Tract 1 and 2, Tract S-5A-1, U.S.S. 3218, 3467, and 3469, Plat 93-49, from split zone I -Industrial and B-Business to B-Business and to adopt the Findings of Fact found in the staff report dated December 15, 2021, in support of this recommendation. ROLL CALL VOTE CARRIED UNANIMOUSLY 4/0 Old Business New Business Planning and Zoning Case Results Letters VanDyke moved to approve Case Results Letters. VOICE VOTE CARRIES UNANIMOUSLY 410 Abbreviated & Final Approvals - Subdivisions Kodiak Island Borough Planning and Zoning Commission Regular December 15, 2021 Meeting Minutes Harrington moved to approve final subdivision plats for both Majdic S22-002 and Williamson S21-009. VOICE VOTE CARRIES UNANIMOUSLY 4/0 Directors' Comments Seema Garoutte reports the following: • New Commission members. • Up coming schedule for January 2022. • Thanks Sarah Harrington for chairing the prior meeting. Also, extended her thanks to Sarah Harrington for her service on the P&Z Commission. Citizens' Comments Citizen Comment is limited to three minutes per speaker. Commissioners' Comment • Kenneson had none. • VanDyke comments on the City Council meeting. Wanted clarification on the practices between the Planning and Zoning Commission and the City Council. Also, wanted to know the description on ex parte communication. • Harrington expresses gratitude toward both Commission and Staff. Thank's staff for their words of recognition towards her service in the Planning and Zoning Commission. • Schmitt thanks Ms. Harrington for her work as a Commissioner. Comments on VanDyke's earlier observation on the practices between the Council and Commission. Schmitt observes that City residents can fill both City and Borough seats on the Commission. Announcements From The Chair The next Work Session of the Planning and Zoning Commission is scheduled for: January 12, 2022, at 6:30 pm located in the Assembly Chambers. The next Regular Meeting of the Planning and Zoning Commission is scheduled for: January 19, 2022, at 6:30 pm located in the Assembly Chambers. Adjournment.
