A Consolidation Committee meeting of the Kodiak Island Borough Assembly was held
on February 1, 2021, in the Borough Conference Room of the Kodiak Island Borough
Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m.

AGENDA ITEMS
Minutes of the January 11, 2021 meeting
-Approved by unanimous consent with typos corrected
Review Recommendations for further discussion and consideration.
-Suggested change in wording regarding villages not being consolidated along with
the Kodiak Island Borough and City of Kodiak
-Discussed recommended name, members of City Council and Borough Assembly
have stated preference for City and Borough of Kodiak rather than Municipality of
Kodiak. Discussed reasons for preferences and desire for public input.
-Mr. VanDyke noted that sales tax had not been discussed at the time that
recommendations were made that specified property taxes to pay for several services
and those specifics may change as the budget template further developed; may want
to change wording in Recommendations to "area -wide" or "non area -wide" taxes.
-we should break out E911 service to its own category since it is applicable to fire,
EMS, and law enforcement.
-it would be helpful to list area -wide and non area -wide services for the public
-suggested naming the airport facilities that are referenced
-requested improved wording for health powers
Sales Tax Discussion
A copy of Alaska Statute 29.45.650 Sales and Use Tax was provided.
Discussion was primarily about the possibility of levying a borough -wide sales tax
and/or a road system sales tax. Ms. Kewan added that village residents would
request verification that a borough -wide sales tax would benefit their communities.
Further investigation is needed to verify legality regarding varying sales tax areas.

Budget Subcommittee
-A budget subcommittee was formally established with members Turner, VanDyke
and Kornelis; the chair would like to see an additional member join.
MEMBERS CLOSING COMMENTS
• Mr. Kornelis appreciated the constructive discussions.
• Mr. Turner appreciated that the budget subcommittee was formally established.
• Ms. Bahnke noted that some committee members have not attended meetings in
many months and asked if there is intent to replace them in order to better spread the
workload of the committee.
• Mr. Thran would like to begin public outreach for a new government name preference;
Ms. Kavanaugh requested that he create an example for committee review; Mr.
Whiddon was concerned that such outreach be properly prefaced.
• Ms. Kavanaugh requested that Public Outreach be included in the next agenda, and
that questions brought up during tonight's discussion also be addressed on the next
agenda.
