A Consolidation Committee meeting was held on December 14, 2020, via Zoom from
the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to
order at 6:30 p.m.
ROLL CALL
Present: Griffin, Kornelis, Thran, Thomas, VanDyke, Whiddon, alt Branson, ex-officio Bahnke
Absent: Culbertson, Kavanaugh, Kewan, alt Delgado, alt Turner, ex-officio Powers
PUBLIC COMMENTS (Limited to Three Minutes per Speaker)

AGENDA ITEMS
Minutes of the November 30, 2020 meeting
Mr. Griffin requested that the minutes be amended to reflect his concern that minority
representation would be negatively affected by consolidation. The minutes, as
amended, were approved by unanimous consent.
Old Business: are there any questions or comments on previously discussed topics?
None
Ongoing Business: Tax Revenues
Ms. Bahnke shared an informative sales tax presentation that was recently provided to
the City Council; and responded to questions from committee members
Ongoing Business: Public Outreach, discuss potential survey and questions
Discussed the question of how to reach people during a time of social distancing and
options other than Facebook. To be brought back on the agenda after the holidays.
Budget: Mr. VanDyke requested that the agenda be amended to include a budget
discussion. While awaiting assessed values for estimation of tax revenue in a
consolidated government, what questions need to be answered to proceed with
preparation of a budget? Responses included: How might property and sales taxes be
distributed to cover services? What is the current scope of work/services? Do we
understand the obligations to provide services? Can we consider contracted vs. in-
house costs? Do we have a strong enough understanding of the structure of the
proposed consolidated government?
MEMBERS CLOSING COMMENTS
-Ms. Bahnke commented that is worth looking at existing joint use agreements; City and
Borough should continue to coordinate and collaborate.
-Ms. Branson would like to talk with Mayor Roberts about increasing efficiencies of the two
governments.

-Mr. Thran expressed appreciation of the City sales tax presentation and information.
-Mr. VanDyke shared a comment that a person told him the City should take over the
Borough because of the better organized governing body and staff
-Mr. Whiddon inquired about he the process for creating the agenda each meeting.
