2020-09-28 Regular MeetingKODIAK ISLAND BOROUGH Consolidation Committee September 28, 2020 A Consolidation Committee meeting was held on September 28, 2020, in the Borough Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m. ROLL CALL Present: Griffin, Kavanaugh, Kornelis, Thran, Thomas, VanDyke, alt Turner Absent: Culbertson, Kewan, alt Delgado PUBLIC COMMENTS (Limited to Three Minutes per Speaker) Betty McTavish commented that the citizens voted in favor of investigating consolidation and continues to support the Consolidation Committee; more public reporting would be appreciated. AGENDA ITEMS Minutes of the September 14, 2020 meeting Approved by unanimous consent Old Business: Personnel: awaiting City of Kodiak personnel information Mr. Thran stated that the City provided personnel information that included title, salary ranges, and DBM but not specific salary amount per employee. Discussion followed regarding technicalities of how to request the specific information wanted in a manner the City would honor; and general comments about the ease of providing the information wanted to estimate personnel costs for a consolidated government. Old Business: Are there any comments or feedback on items previously discussed? Mr. Thomas followed up on feedback about the consolidated government name choice of "Municipality of Kodiak" and wondered if the committee remains in favor of that name. Break 7:31-7:39 pm Ongoing Business: Budget Preparations: it was requested that committee members review the Turner draft preliminary budget and prepare questions and/or suggested changes. Discussion focused on sales tax revenue, whether is would be within current city boundaries, road -system wide, or borough wide; sales taxes in village communities; State sales tax cap; and online sales tax. Budget needs to reflect decisions previously made about provision of services and paying for them. Ms. Kavanaugh proposed the formation of sub -committees to focus on budget and code preparation New Business Intro to debt and other liabilities Postponed until next meeting Public Comments: members of the public arrived late due to mis-posted meeting location so provision for additional public comment was made. Judi Kidder shared knowledge of state sales tax provisions MEMBERS CLOSING COMMENTS Mr. Thran state he was happy to see members of the public attending the meeting; asked question about "mandatory" weekly meeting attendance. Ms. Kavanaugh responded that the schedule is changed to weekly meetings, but members may attend as they are available. Mr. Griffin like the idea of subcommittees, particularly for the budget and would like to approach the budget from the perspective of creating a new government rather than meshing the two existing governments. Mr. Turner would like to create a line item budget to focus on details of the budget. Mr. VanDyke appreciates members of the public attending. Ms. Christiansen would like to add public outreach to the agenda; and noted her lack of training for board support with an apology for any errors in posting the agenda. Ms. Kavanaugh feels that subcommittees will make the work of budget and code creation, and possibly other tasks, easier to manage; and discussed possible future schedule for including committee work.
