Consolidation Committee

A Consolidation Committee meeting of the Kodiak Island Borough Assembly was held
on September 14, 2020, in the Borough Conference Room of the Kodiak Island
Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:35 p.m.

Old Business:
How might consolidation affect local programs such as rural home loans, subsistence,
etc?
Ms. Kavanaugh shared that she received varying responses from local sources
regarding the rural home loan program and suggested that we ask the Local
Boundary Commission. Ms. Kavanaugh also described that she sought
information regarding state and federal subsistence programs although the
responses were not specific enough to determine how those programs might be
affected by consolidation.
Old Business:
Personnel - wage and benefit info
Reviewed the Borough personnel salary and benefit cost information and
comparison of 2019 insurance cost comparison for Borough, City and School
District
Ongoing Business:
Budget preparations
Discussed the budget worksheet created by Mr. Turner based on prior budget
documents of Borough and City. Ms. Kavanaugh requested that committee
members receive a copy in excel format and review Mr. Turner's budget to
provide feedback and suggestions of their own.
New Business:
Budget discussion regarding receivables such as grants, special assessments, etc.

Discussion that such receivables would carry through to a consolidated
government. No current data was provided so it was requested that staff
research receivables currently in the budget.
MEMBERS CLOSING COMMENTS
Staff asked about the meeting schedule changing to weekly, general consensus was
that October would be a good time to begin meeting weekly.
Mr. Thran thanked Mr. Turner for his efforts at creating a potential budget for the
consolidated government.
Mr. Thomas expressed disappointment in seeing a letter from the City Council stating
they would no longer support the Consolidation Committee with an appointment of a
council member to the committee.
Mr. VanDyke also express disappointment in the letter from the City Council and
disappointment that Mr. Haines stepped down from the Committee because Mr.
Haines added perspective and historical knowledge of the City organization.
Ms. Kavanaugh stated that she would talk with the Borough Mayor about changes to
the committee membership.
