Consolidation Committee Minutes
December 9, 2019
A Consolidation Committee meeting was held on December 9, 2019, in the Borough
Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 6:30 p.m.
ROLL CALL
Present: Culbertson, Griffin, Kewan, Kornelis, Haines, Thran (via telephone), Thomas, Turner
(acting chair), Van Dyke.
Absent: Kavanaugh, Delgado
PUBLIC COMMENTS (Limited to Three Minutes per Speaker)
John Witteveen expressed interest in the process and that he is glad for Mr. Haines letter
even though he disagreed with it.
AGENDA ITEMS
Motion by Van Dyke, second by Culbertson to add "Censure' to the agenda.
Motion passed 4/3.
REVISIT/REVIEW PAST ITEMS
DETERMINE ADOPTED POWERS AND SERVICES: PORT & HARBOR (if not
complete)
The City of Kodiak's port and harbor powers provide for two marinas, two inner harbor
piers, three deep water piers, a cargo terminal, and shipyard; electrical service
provided by the City is also available within the marinas. These services are provided
via an enterprise fund, within which user fees primarily support the cost of the facilities
and related services. The Borough does not have port and harbor powers, however
owns the Anton Larsen Bay dock which is maintained through the parks and
recreation budget.
Follow up: discussed how to handle Anton Larsen as a port and harbor after
consolidation. Agreement that we would move it into "ports and harbors" upon
consolidation. Discussion regarding Trident Basin and how it was unclear who was
actually managing it (Public works and harbormaster).
DETERMINE ADOPTED POWERS AND SERVICES: ROADS
Road services include construction and maintenance of roads which may also involve
ditches and/or sidewalks, parking lots, and signage. It should be noted that the State
of Alaska owns and maintains some of the roads within the Kodiak road system.
The Kodiak Island Borough provides road services via service areas that have defined
boundaries and charge the residents within a property tax rate to cover the costs of
the service provided. Each of the service areas are managed by an elected board of

directors who form a work plan, devise a budget, and hire contractors to perform the
work. Street lights are not included in road services for the Borough.
The City of Kodiak provides road services via their Public Works Department, paid for
through the General Fund with tax revenue. The City accomplishes road services
using their own workforce and equipment.
Discussion might include the pros and cons of each of the means of providing road
services, changing the boundaries of service areas to "super" service areas, a
combination approach, etc.
Discussion: how to handle the various levels of service that vary within the City and
between the various road districts and the interplay with State maintained roads.
What efficiencies could be gained by one service provider versus multiple providers,
regardless of service level (asphalt vs. gravel, high level of maintenance versus lower
level).
DETERMINE ADOPTED POWERS AND SERVICES: FIRE & EMS
The Borough maintains two stations for response to fire and emergency service calls,
both within service areas and supported by property taxes paid by the residents of the
service area. The Womens Bay fire station is completely volunteer, the Bayside fire
station (in Fire Protection Area No. 1) employs a Fire Chief who is supported by
volunteer personnel. The City fire station is maintained with all paid personnel and
includes ambulance service. The City Fire Department is a general fund department
supported by tax collection. The City of Kodiak also operates and maintains the local
E911 system which is supported by telephone line surcharges. All three stations
maintain mutual aid agreements with each other and the Coast Guard fire station.
Discussion.might include pros and cons of paid, volunteer and mixed stations, areas ^
to be served, etc.
Discussion:, how to integrate current system into a combined system. Cost of full time
paid versus volunteer. Cost recovery (or lack thereof) issues and how to address.
Ambulance service provided throughout the road system.
DETERMINE ADOPTED POWERS AND SERVICES: PUBLIC SAFETY
City of Kodiak provides public safety services within the City of Kodiak boundaries via
the Kodiak Police Department, supported by general tax revenue. Services within the
Police Department include patrol, corrections Call), investigations, dispatch and
evidence operations, animal control (discussed previously), drug enforcement, canine
services and other community services. The City of Kodiak also operates and
maintains the local E911 system which is supported by telephone line surcharges.
Discussion might include whether to expand the area served, how to pay for the
services in a new government, etc.
Discussion: Discussed potential impact of troopers and annexation.
Motion: keep law enforcement as is.
Motion approved unanimously.

Censure. Van Dyke discussed the letter to the editor by Haines. Felt it violated the
ground rules. Majority thought we needed more publicity but everything that goes out
should be accurate.
No action taken.
