2019-11-25 Regular MeetingKODIAK ISLAND BOROUGH Consolidation Committee Minutes of the November 25, 2019 Meeting A Consolidation Committee meeting was held on November 25, 2019, in the Borough Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:42 p.m. ROLL CALL Present: Griffin, Thran via telephone, Thomas, Van Dyke, Turner, ex-officio Powers Absent: Culbertson, Kavanaugh, Kewan, Kornelis, Haines, alt Delgado, ex-officio Tvenge PUBLIC COMMENTS (Limited to Three Minutes per Speaker) There was no public comment AGENDA ITEMS Motion to amend the agenda to include the minutes of the November 4, 2019 meeting. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Motion to approve the minutes of the November 4, 2019 meeting. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY The following agenda items may be discussed as time allows: REVISIT/REVIEW PAST ITEMS Water & Sewer: Please note that the previous discussion did not include the fact that provision of water and sewer services also includes the water treatment plant and the bio-solid compost operations. Other: Water & Sewer item noted, but no further discussion or change to prior decision. Item: DETERMINE ADOPTED POWERS AND SERVICES: ANIMAL CONTROL The City of Kodiak provides animal control services via the Police Department; the Kodiak Island Borough contracts with the City of Kodiak to extend animal control services along the road system of the borough. Animal Control services are primarily paid by general fund tax revenue and supplemented by user fees such as licensing, impound fees, etc. Discussion: Borough animal control services are currently provided on a non-areawide basis but paid for with areawide taxes. Through consolidation it should be corrected to be paid for within the area the service is provided. Kodiak Island Borough Consolidation Committee Minutes November 25, 2019 Motion: Animal Control Services will be provided along the road system and paid for via a non-areawide property tax and user fees. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Item: DETERMINE ADOPTED POWERS AND SERVICES: PARKS & RECREATION The City and Borough both have Parks & Recreation powers as well as Parks & Recreation committees, however each provide different levels of service. Included in the City Parks & Recreation Department are operation of recreational facilities (Teen Center, Baranof Park and the Borough -owned pool, etc.), activity programs, a museum and cemeteries which the Borough does not provide. The two entities along with the school district work together for the management and use of local facilities (fields, gymnasiums, etc.) for activities. Parks and Recreation is primarily funded via the general fund with some user fees for the City of Kodiak. Discussion: Village communities typically use their school playgrounds for youth recreation, but school playgrounds are not generally viewed as a parks & recreation facility. Parks & Recreation should not be paid for with areawide taxes. Motion: Adopt Parks & Recreation powers in the area of the road system, excluding the Anton Larsen Bay Dock, to be paid for via non-areawide property taxes and user fees. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Item: DETERMINE ADOPTED POWERS AND SERVICES: SOLID WASTE The Kodiak Island Borough owns and operates the landfill facility which includes a baler that compresses and bales waste, disposal cells where the baled waste is placed, a leachate treatment plant that processes fluids that leach from the garbage, as well as space for storage and processing of other waste such as construction debris, metals, and hazardous materials. The landfill is operated within the regulations of state and federal laws. A contract with a waste hauling company provides for collection of residential and commercial waste and transfer to the landfill; recycling services are also provided by contract. Solid Waste services are paid for by user fees. Discussion: Consolidation would not change the existing solid waste services or the way they are paid for. NO MOTION Item: DETERMINE ADOPTED POWERS AND SERVICES: PORT AND HARBOR The City of Kodiak's port and harbor powers provide for two marinas, two inner harbor piers, three deep water piers, a cargo terminal, and shipyard; electrical service provided by the City is also available within the marinas. These services are provided via an enterprise fund, within which user fees primarily support the Kodiak Island Borough Consolidation Committee Minutes November 25, 2019 cost of the facilities and related services. The Borough does not have port and harbor powers, however owns the Anton Larsen Bay dock which is maintained through the parks and recreation budget. Discussion: The general perspective was that this would be an areawide function however we do not want to impede the village communities' ability to own and manage their own harbor facilities. Motion: Port and Harbor services will be provided as a borough wide power/service, excluding the facilities owned by the island's 2nd class cities and tribal governments, and services will be paid for by an areawide tax such as severance tax plus user fees. MEMBERS CLOSING COMMENTS General comments regarding desire to better understand budgets for current services; and provision of services for broader community benefit in the context of costs being paid using areawide or non-areawide funds. Should we further separate some functions, such as cemetery, library, from their current departments/funds?
