A Consolidation Committee meeting of the Kodiak Island Borough Assembly was held
on November 4, 2019, in the Borough Conference Room of the Kodiak Island
Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m.

Present: Kornelis, Haines, Thran, Thomas, VanDyke, alt Turner, ex-officio Powers, ex-officio
Tvenge; Culbertson and Kewan arrived at 6:32; Griffin arrived at 6:50
Absent: Kavanaugh, alt Delgado

the link to the minutes in the agenda was invalid and has been corrected.
Questions/Comments About Previous Items
Discussion regarding unintended consequences, particularly that the districting choice for
Assembly apportionment may leave some districts with disinterest in voting during years when
they don't have a district representative to vote for. Generally, the point was acknowledged but
the decision will stand for now with the reminder that all decisions made may be revisited over
time.
Kodiak Petition
A brief overview of the newly initiated Kodiak Petition resulted in acknowledgement that some
decisions have been made and can be inserted into the working copy of the petition
Motion to recommend that the new home rule borough be named the Municipality of Kodiak

Discussion included the question whether it might be possible/feasible for an independent non-
profit co-operative to be established to provide water/sewer and/or solid waste services?
The committee reviewed the list of current powers and services to determine if there were any
that should not be provided under a newly consolidated government; none were identified.
Motion to recommend that all the current borough area -wide powers be maintained, and that all
current borough non -area -wide powers plus the current city powers and any powers not
otherwise prohibited become adopted for the new home rule borough, Municipality of Kodiak.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY
Determine Adopted Powers and Services, Water & Sewer
Discussion that it makes sense to maintain water & sewer services to the existing customers,
with the option of expanding should that prove feasible at a later time.
MEMBERS CLOSING COMMENTS
• The process is complicated however the current work plan is the best path forward for
now.
• Need the State of Alaska's definition of a charter commission to be clear the task that
will be assigned.
• Copies of most recent KIB and COK budgets will be helpful in understanding costs of
services and how they are paid for.
