2019-10-28 Regular MeetingKODIAK ISLAND BOROUGH Consolidation Committee Minutes (corrected) of October 28, 2019 A Consolidation Committee meeting was held on October 28, 2019, in the Borough Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:32 p.m. ROLL CALL Present: Culbertson, Kewan via telephone, Kornelis via telephone, Haines, Thran via telephone, Thomas, Turner, VanDyke; Griffin and Tvenge arrived late Absent: Kavanaugh, alt Delgado PUBLIC COMMENTS (Limited to Three Minutes per Speaker) Judi Kidder AGENDA ITEMS Minutes of the October 14, 2019 Consolidation Committee Meeting Motion to approve the minutes of the October 14, 2019 Consolidation Committee meeting. Questions/Comments about items previously discussed Review Work Plan change to include discussion of reasons for consolidation No further adjustments to the work plan at this time Discuss Reasons (Goals & Objectives) of Kodiak Consolidation We will proceed with reasons for consolidation as follows: • to provide maximum self -governance with minimum governmental units • to provide services in a streamlined and equitable manner • to provide effective representation Discussion included addressing representation of village community concerns, potential efficiencies in a broad range of topics such as costs, communications, performance, identification of local government services, revitalizing community involvement, etc. These reasons for consolidation will be revisited as powers, services, budgets and narratives of the various aspects of consolidation are discussed. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY New Assembly Composition and Apportionment http://www.akleg.gov/basis/statutes.asi)#29.20.060 Kodiak Island Borough Consolidation Committee Minutes October 28, 2019 We will recommend the following Assembly composition of seven members: • 2 seats elected from the area currently known as Fire Protection Area No. 1 • 2 seats elected from the area currently known as the City of Kodiak • 1 seat elected from the area generally south of the area currently known as the City of Kodiak, which include neighborhoods of the US Coast Guard Base, Bells Flats, Anton Larsen Bay, Chiniak, Pasagshak and residents in-between • 1 seat elected from the rural/village communities • 1 seat elected at -large And, assuming a Mayor -Manager form of government, the Mayor will be elected at -large. Discussion included consideration of all members elected at -large; 1 seat elected from the rural/village communities with the remainder elected at -large; increasing the membership to nine with the above composition and additional at -large seats. VOICE VOTE ON MOTION CARRIED 6-2 with Haines and Thomas dissenting. SET NEXT MEETING DATE AND TIME November 4, 2019 6:30 pm subsequent meetings will be November 25th, December 9th, December 30th, and then every Monday preceding an Assembly regular meeting.
