on October 14, 2019, in the Borough Conference Room of the Kodiak Island Borough
Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m.

Motion to approve the minutes of the September 30, 2019 meeting by VanDyke, second by
Haines
Old Business
Determine government type, Home Rule or 1st Class Borough, for new consolidated
government
Motion to recommend Home Rule Borough for new consolidated government by Haines, second
by VanDyke
New Business - Items to be discussed as time allows:
Petition Introduction
Identify Questions/Concerns about petition
Review workplan for appropriate order based on petition review
New assembly composition and apportionment per Alaska Statute 29.20

Discussion results:
add item to work plan to address goals/objectives/reasons for consolidation
directed staff to begin filling known answers to petition items.
