10/27/2022 Regular MeetingSOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES October 27, 2021- 5:15 PM Kodiak Island Borough Assembly Chambers Call to Order Chair Szabo called the regular meeting to order at 5:17p.m. on Wednesday October 27, 2021. Roll Call P. Valerio conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo, Andie Wall, Terri Pruitt, and Nathan Svoboda. Doug Hogen, Robert Williams, and Patrick Cummings were absent. Others present were Kodiak Island Borough Assembly Member Scott Arndt, Kodiak Island Borough Interim Manager David Conrad, Kodiak Island Borough Solid Waste Manager Jena Hassinger, and Alaska Waste Manager David Edwards. Approval of Agenda PRUITT MOVED to approve the agenda. WALL seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes WALL MOVED to approve the minutes of September 22"d, 2021. PRUITT seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: Discussion Items: A. Engineering and Facilities: Jena Hassinger announced that the Commercial Hazardous Waste Event was very successful. US Ecology sent off two more Conex boxes full of hazardous waste. B. Outreach: Terri Pruitt mentioned that SWAB might want to get notices out to people or at least word out to the public that plastic bags are back at Safeway for a short amount of time due to the paper bag shortage. Terri said it is SWABS job to help people with proper practices. Jena announced that she did call Safeway and confirm that it was due to the paper bag shortage. Washington State has fully banned one use plastics so there was a surge in demand for paper bags there. Nathan Svoboda said that due to the bags being thicker/re-useable it makes them more dangerous from a wildlife/environmental stance. Chair Nick Szabo stated that he would like to postpone this discussion to the next meeting. Andie Wall announced that KANA (Kodiak Area Native Association) is working on a tribal electronic waste event to target items that Threshold Services does not take. Terri also announced that she has now scheduled KVOK ads through April 2023 and in that process spent the allotted $2,000 designated. C. Strategic Planning and Goal Setting: Andie Wall reviewed the individual responses from the survey that she sent out to everyone. There was a small discussion regarding how to move forward. Andie believes that the Board has too wide of choices that makes it hard to narrow down a singular choice to focus on. The Board discussed this topic at length. They began with a list of what the Board currently does or is involved with. Then began brainstorming ideas of other items to do or get involved with. There was a lively discussion during the brainstorming session. A few of the immediate things to focus on were selected: - Compiling and updating literature - Creating a unified Logo - Creating a SWAB event/task calendar - Research pop-up kiosk displays for events Visitor Comments: None Board Member Comments: D.
