A JOINT RESOLUTION OF THE COUNCIL OF THE CITY OF KODIAK AND
THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH EST ABLISIDNG THE CITY OF KODIAK/KODIAK ISLAND BOROUGH COOPERATIVE RELATIONS.COMMIT
TE E WHEREAS, the Kodiak City Mayor and City Council desire to establish a Cooperative Relations Committee; and WHEREAS, the Council finds that the City of Kodiak and the Kodiak Island Borough share similar relationsh ips with a number of public and private organizations for which coordination between the City of Kodiak and the Kodiak Island Borough would likely be beneficial; and WHEREAS, the Counci l finds that increased cooperation and coordination between the legislative bo dies of the City and Borough would likely improve the efficiency of public services and reduce costs to the taxpayers of both entities; and WHEREAS, on March 3, 2021, during a Joint Work Session of the City Council and Borough Assembly there was consensus to establish a Cooperative Relations Committee; and WHEREAS, the Council now finds it is in the best interest of the City to establish this as a standing committee; and NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Kodiak, Alaska that a Cooperative Relations Committee is hereby established. BE IT FUR1HER RESOLVED THAT: Section 1. Membership/Quorum. The Cooperative Relations Committee shall consist of three (3) members from the Council appointment annually by the City Mayor, and three (3) members from the Assembly appointed amually by the Borough Mayor. Initial app ointments shall be subject to reappointment in December of each year. City Manager and Borough Manager shall serve as nonvoting consulting members of the Committee, if requested. Page I of3 Four committee members shall constitute a quorum. The affirmative votes of four (4) committee members shall be required for a quorum and to build consensus of the committee. Terms of Committee. a.The Committee shall be in effect until December 31, 2022.
Section 3. Section 4. b.Any Committee members who are unable to attend a meeting shalladvise the clerk of the contemplated absence to maximize attendance andparticipation of members at these meetings.Purpose -The Committee shall discuss items of mutual concern to the City and the Borough; seek cooperative solutions to mutual problems of the City and Borough; and make recommendations to the respective elected bodies. Powers/Duties. Cooperative Relations Committee shall act in an advisory capacity to the City Council and Borough Assembly and shall: a The Committee shall not have direct power to affect policy dete rminations but shall make recommendations to the City Council and Borough Assembly. Section 5. The committee shall designate two co-cha irs at the first meeting. The cochairs shall alternate presid ing at the meetings. Section 6. The Co-chairs shall determine items for the agenda. No business may be transacted nor any measure be considered that is not on the agenda. The clerk shall prepare an agenda and it shall be distributed to committee membe rs, along with the meeting packet. Section 7. Meetings/Duration. Committee meetings shall be open to the public, and public notice shall be provided at least three days prior to each meeting. The Committee shall meet at least quarterly and more often, if needed, at the call of the Mayors. Permanent records or minutes shall be kept of the vote of each member upon every question. Committee meeting minutes shall be directed to the Ci ty Clerk and Borough Clerk at the earliest possi ble date. Section 8. Administrative assistance. The City and Borough Clerk's office st aff shall al ternate staffmg the meetings: Resolution No. 2021-13
Page2of3 a.Furnish the committee with copies of all requested documents andother information necessa ry or reasonably related to the committeesfunctions;b.Provide the committee with supplies, meeting space, and secretarialassistance;c.Refer to the committee, for their discussi on, all nonemergency matters within the scope of its powers and duties prior to presenting thosematters to the council for action; andd.Transmit all recommendations and other communica tions from thecommittee to the Council and Assembly.
Section 9. Parliamentary Authority. The current version of ''Roberts Rules of Order Newly Revised" shall serve as the Committee's parliamentary authority.
Section 10. This reso lution is effective upon adoption.
