08/25/2021 Regular MeetingSOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES August 25, 2021 - 5:15 PM Kodiak Island Borough Assembly Chambers Call to Order No quorum, waited for final member to arrive to being the meeting. Chair Szabo called the regular meeting to order at 5:23p.m. on Wednesday August 25th, 2021. Roll Call P. Valerio conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo, Doug Hogan, Terri Pruitt, and Patrick Cummings. Nathan Svoboda arrived at 5:32pm. Andie Wall was an excused absence. Others present were Kodiak Island Borough Engineering and Facilities Director David Conrad, Kodiak Island Borough Assembly Member Aimee Williams and Scott Arndt, and Alaska Waste Manager David Edwards. Approval of Agenda HOGEN MOVED to approve the agenda. CUMMINGS seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes HOGEN MOVED to approve the minutes of June 151h, 2021. CUMMINGS seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: Discussion Items: A. Member Survey: Staff played a video from member Andie Wall who was absent. Andie discussed her first thoughts on the survey that was taken and that she wants to discuss more with the Board when she has returned. Staff, Patricia Valerio, discussed what the handout - a summary statement of the questions asked and how many members answered. B. Engineering & Facilities: David Conrad discussed the happenings of the Engineering and Facilities department. EPA meeting held regarding the Waste to Energy grant, there was some confusion from one of the members not understanding what the study was for exactly. Dave explained and the rest of the board was in support of the study, stating it would be a good resource. Dumpster issues are being discussed and more solutions will be discussed in a meeting with the Engineering & Facilities Dept, Alaska Waste, and Alaska Dept of Fish & Game. More discussion about dumpsters and the issues followed. C. Outreach: Terri Pruitt asked for permission to receive funds to do outreach advertisements. There was some discussion among the board. SZABO MOVED to approve outreach funds not to exceed $2,000 for FY2022 for KVOK Radio and Kodiak Daily Mirror. SVOBODA seconded. ROLL CALL VOTE ON MOTION CARRRIED UNANIMOUSLY Nick Szabo discussed with the Board the Chamber of Commerce Relocation packets. He asked for support to do at least one page for Threshold Recycling. Dave Conrad and other members supported doing a page for Threshold and a page for the Landfill. Direction was given for Nick to find out more. D. Alaska Waste: David Edwards reported on the "Please Recycle Your Cardboard" stickers. He said he has gotten more on the dumpsters. He also said he would try to get more on in the near future. There was some discussion with the Board regarding the latches and repairs that need to be made to the dumpsters. David assured them that Alaska Waste is paying attention and doing repairs as needed. Alaska Waste has done modifications to the dumpsters at Selief. Giving them a chance to see if they are successful. Visitor Comments: None Board Member Comments: P. Cummings —Healthy to do outreach on ecological and financial items. Represent ourselves correctly to the public. D. Hogen — None. T. Pruitt —None. N. Svoboda — Welcome Back Dave! N. Szabo —Thank you staff and welcome back Dave. Glad you are here to guide us through. D. Conrad - Quickly mentioned that EF Dept will be holding a Commercial Hazardous Waste event Oct 7`h and 8` — no this will not be an event like the one in the spring. No collections will happen at the High School. It is specifically targeted at commercial businesses and fishermen and will be handled by appointment only.
