06/15/2021 Regular MeetingSOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES June 15, 2021- 5:30 PM Kodiak Island Borough Assembly Chambers Call to Order Chair Szabo called the regular meeting to order at 5:30p.m. on Tuesday June 15'h, 2021. Roll Call P. Valerio conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo, Doug Hogan, Terri Pruitt, Andie Wall, and Patrick Cummings. Nathan Svoboda and Janson Jardine were absent. Others present were Kodiak Island Borough School District Student Representative Bralyn Nixon, Kodiak Island Borough Solid Waste Manager Jena Hassinger, Kodiak Island Borough Assembly Member Aimee Williams and Scott Arndt, and Alaska Waste Manager David Edwards. Approval of Agenda HOGEN MOVED to approve the agenda. WALL seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes HOGEN MOVED to approve the minutes of May 18th, 2021. WALL seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: Discussion Items: A. Backhaul Alaska Presentation/Discussion by Stephanie Mason and Andie Wall. How the program got started, where they are at now, what they want to see in the future. This program is supported by the following companies Solid Waste Alaska Taskforce, Office of the Hon. Senator Lisa Murkowski, Bureau of Indian Affairs, Department of Transportation, PHMSA, US Environmental Protection Agency, Responsible Battery Coalition, Adopt a Barge Planning Committee, Alaska Department of Environmental Conservation, Interagency Working Group, Regional Tribal Operations Committee, and more being added to the list all the time. This program's goal is to provide training to villages and communities off the road system about hazardous waste, how to properly package and ship, and help them get it out of their communities. They are focused on doing a first clean sweep and then want to keep up on maintenance, so it becomes more regular, and less expensive to process. B. Outreach: Patricia Valerio presented the items listed. There is a thank you card from KIBSD for the coloring books. The stickers for the dumpsters have been ordered. Once they arrive, Patricia will let everyone know. Andie Wall would like to try and get a social media following going. Nathan Svoboda brought up doing thank you notes to donors for the coloring books last meeting. Patricia found some quotes and asked the Board for their opinions and approval to purchase. HOGEN MOVED to approve the purchase of thank you cards not to exceed $50. CUMMINGS seconded. ROLL CALL VOTE ON MOTION CARRRIED UNANIMOUSLY. Bralyn Nixon spoke up about some ideas that she has for outreach. Knowing that the schools do field trips to different locations, have the kids pick up a piece of trash and tell a story about it. Find a way to bring more context to the goals, rather than just pick up trash. She also said that the Key Club might be a good place to get another student representative from the High School. Nick asked Bralyn how her experience has been on the Board. Bralyn shared some general statements. Mostly just listened and learned about different processes. Andie Wall asked if she could get together with Bralyn before she leaves to ask her more in- depth questions about her experience on the Board and how the Board can improve. C. Engineering & Facilities —Jena Hassinger Jena Hassinger said there is not much to report on. With summer being here the dumpsters have been inundated with bulky items. EF Department, and the entire Borough are short staffed and are doing our best to keep up on things. Apologies to Doug and the Board, Landfill tours will have to wait, we are just too busy right now. Patrick Cummings asked Jena about the grant. She gave a small update about the status. Things will start happing in the fall. Doug asked about organic waste, and that he noticed in the Bells Flats there is a spot and there is a chipper breaking it all down. Patricia Valerio said that Dave Conrad had set up specifically for Woman's Bay. Dark Lake used to be a dumping site for organic material. Dave was working on things, but Patricia is unsure of where it is all at right now. Terri Pruitt asked about folks burning the unwanted organic materials at their homes. There was a discussion about fire/burn permits. Visitor Comments: None Board Member Comments: T. Pruitt — Appreciated the Backhaul Alaska presentation. It magnifies all the issues we are facing world-wide, and makes people think about the way they live. D. Hogen — Discussed his experience with the oil spill at the Helo Pad. He was the one who called the City, and was told to call the fire department, and then was told to call 911. And asked what the actual procedure is. Responses from Jena Hassinger and Patricia Valerio in general were to call the Kodiak Island Borough or Alaska Waste and they would work together to inspect and contact the correct people. P. Cummings —None. A. Wall — I dropped the ball on the Survey. I will have it out before I leave on my trip. Excited about Freon Training for the villages in connection with the Backhaul Alaska to be performed by Zender Environmental at the Landfill next week, thank you Jena! I will be out from June 271h — July 23'd B. Nixon —This will be my last meeting. Thank you! A. Williams — None. J. Hassinger — None. N. Szabo — Thank you Patricia. I know you are balancing a lot of things on your plate. We appreciate your efforts. You are doing an excellent job at keeping us updated and doing the behind the scenes work. Meeting Schedule — Board decided to switch to and make regular meeting every 41h Wednesday of the month. Next Meeting will be Wednesday July 281h, 2021. Adjournment HOGEN MOVED to adjourn.
