1. CALL TO ORDER/PLEDGE OF ALLEGIANCE
Chair Paul VanDyke called the regular meeting to order at 6:02 PM.

Board Members present were Chair Paul VanDyke, Richard Carstens, Craig Walton, and Mike
Dolph. Aaron Griffin was absent. A quorum was established.
3. ACCEPTANCE/APPROVAL OF AGENDA
VAN DYKE MOVED to amend agenda by adding 8b Electric Upgrade. CARSTENS seconded.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
VAN DYKE MOVED to approve amended agenda. CARSTENS seconded.

WALTON MOVED to approve the minutes of March 9, 2021. CARSTENS seconded.

6. FIRE CHIEF'S REPORT
Acting Chief Rebecca Nelson provided an update. There were 4 calls in March. There was a
motorhome incident where they received mutual aid from the USCG and City. Working on a
Quick Action Plan for going out to training buildings. North Star school and Kodiak Bible
Chapel trainings. Found out the North Star School hydrant cap was stuck.
7. CHAIR PERSON'S REPORT
Chair Van Dyke announced that the Assembly re -approved the stipends. The Assembly was
missing the attachments with the rates and job descriptions. Everything thing was fixed and
approved again. Chair Van Dyke also discussed the dumpster fees. Alaska Waste called him and
said that they would have to start charging for a weekly pick up, Chair Van Dyke asked them to
take the dumpster away and that they would pay the self -haul rate.

Chair Van Dyke discussed the laps in mutual aid that happened last Thursday (April 151, 2021).
City had fire engine out of service and was unable to provide mutual aid for a short period of
time. There was a long discussion about this subject with the Board.
8.OLD BUISNESS
A. RECRUITMENT
Chair Van Dyke announced that two applications have been received so far. There is no
established review time. Kodiak Island Borough Human Resources position is vacant and
staff working to fill gaps in work have found the notes from the last recruitment process.
There was discussion among the Board about different details of the recruitment.
B. ELECTRIC UPGRADES
Chair Van Dyke said that David Conrad got the Tsunami Siren fixed. Charlie from Local
Electric saw issues with the electric. There are some fixes that need to be done that
should have been completed correctly in the first place. The Board discussed what needed
to be fixed.
9. VISITOR COMMENTS — Michael Gibbs asked about the recruitment.
10. BOARD MEMBERS COMMENTS
R. Nelson — none.
C. Walton — Looking to get moving on Chiefs position. If we do not, it is going to drag out. We
got two applicants — lets look at them. Thank you to Acting Chiefs and others stepping up to help 0
during this time.
M. Dolph — I agree with Craig.
R. Carstens — We need a hard date for the applicant deadline. I want to make a positive comment
towards the Troopers — there has been justice in the Rodney Spenser case for the Melnitsa Lane
incident. Follow up articles in Kodiak Daily Mirror. Rebecca Nelson talked to the Troopers and
they will inform the Bayside Fire if they know he is coming to the island. He was arrested, made
bail, is out in Anchorage.
