03/31/2021 Regular MeetingSOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES March 31, 2021- 5:30 PM Kodiak Island Borough Assembly Chambers Call to Order Chair Szabo called the regular meeting to order at 5:32p.m. on Wednesday March 3111, 2021. Roll Call P. Valerio conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo„ Andie Wall, Doug Hogan, Jason Jardine, Nathan Svoboda, and Terri Pruitt. Patrick Cummings was absent. Others present were Kodiak Island Borough School District Student Representative Bralyn Nixon, Kodiak Island Borough School District Student Council Advisor Lindsey Glenn, Engineering and Facilities Director David Conrad, Kodiak Island Borough Solid Waste Manager Jena Hassinger, and Kodiak Island Borough Finance Director Dora Cross. HOGEN MOVED to excuse Patrick Cummings for being absent. SVOBODA seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Agenda CHAIR SZABO MOVED to amend the agenda to move the Student Representative's Oath Up in priority and approve the agenda. No objections were made. Approval of Minutes HOGEN MOVED to approve the minutes of March 3, 2021. PRUITT seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: Discussion Items: Outreach: Andie Wall began the outreach discussion with reminding the Board about the Google Drive that has been set up. Andie reviewed the stickers that she designed and received quotes for to be able to go on the dumpsters. There was discussion about the quotes and a few other suggestions of where to find better prices. Chair Szabo asked to postpone any decisions on this until the quotes were verified. No objections were made. Nathan Svoboda discussed a different set of stickers for bear awareness for the dumpsters or any other uses. There are funds available from the Brown Bear Trust. There was a long discussion among the Board about the stickers. Also, the high school welding and art program for the dumpsters around town were discussed. Engineering and Facilities David Conrad explained the financial graph that was provided in the packet. Demonstration to the Board of how many years they have expended all of their budget. Dave discussed the idea for purchasing tote bags for the Household Hazardous Waste event to put items in; coloring books, flyers, maybe get some other donated items from businesses around town. SVOBODA MOVED to buy the bags not to exceed $500. WALL seconded. ROLL CALL VOTE ON MOTION CARRRIED UNANIMOUSLY There was more discussion about the Household Hazardous Waste. How we are going to advertise and get the word out to the public. Multiple Board members offered to help those efforts. Dave continued with his EF update. The Solid Waste Contract Amendment has been signed, there will still be issues that come forth, but all staff are doing their best to handle them. He would like to see outreach focus on cardboard, hopefully the stickers help reduce cardboard in dumpsters. The Department of Energy is doing a study analyzing waste to energy processes. They are offering a free program for testing. Dave has submitted Kodiak Island Borough for the study and is excited to see the results. There was some discussion among the Board regarding Kodiak Electric Association (KEA) and the conflicts that may provide. Dave is also looking into USDA low-cost loans for fixes at the Leachate Plant and Landfill. He has presented to the Assembly closure of the landfill to divert rain to stormwater instead of into the Leachate Plant. There were some questions among the Board about how that works. Dave explained that even if the Borough was to change over to a gasification process that we would still have to do testing for 30 years after the final closure of the landfill. Visitor Comments: None Board Member Comments: T. Pruitt —none. D. Hogen — Maybe we can have some other smaller meetings to brainstorm how to get people to recycle their cardboard. I agree with Dave about gasification it is very expensive and there are other outlets than just energy. A. Wall — I'm going to set up a sign-up sheet on Google Drive for folks to sign up to be Household Hazardous Waste Event Volunteers. J. Jardine — Maybe in the future we can add more information, adding the percentage of cardboard that locally gets thrown away. I can help get some posters done to hang on the fence by Walmart for the Household Hazardous Waste Event. Maybe we can get information in to the USCG welcome packets regarding recycling or where the landfill is. N. Svoboda —Jennifer Nutt might be able to help with the welcome packets or what the options are for that. I really appreciate all the work being done on Outreach it has lacked in the past. Thank you. N. Szabo — Thank you Staff. When is the Household Hazardous Waste Event again? Dave Conrad replied - May 8th 9am -2pm at the High School Parking Lot.
