02/03/2021 Regular MeetingSOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES February 3, 2021- 5:15 PM Kodiak Island Borough Assembly Chambers TELECONFERENCE SCANNED DatO-�f :InIL� Call to Order Chair Szabo called the regular meeting to order at 5:17 p.m. on Monday, January 6, 2020. Roll Call P. Valerio conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo„ Andie Wall, Doug Hogan, Nathan Svoboda, and Terri Pruitt. Jason Jardine and Patrick Cummings both joined the meeting at about 5:30pm. Others present were Kodiak Island Borough School District Student Representative Bralyn Nixion, Kodiak Island Borough School District Student Council Advisor Lindsey Glenn, Engineering and Facilities Director David Conrad, Kodiak Island Borough Solid Waste Manager Jena Hassinger, Alaska Waste Manager David Edwards, and Kodiak Island Borough Assembly Member Scott Arndt. Approval of Agenda HOG EN MOVED to approve the agenda. SVOBODA seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes HOGEN MOVED to approve the minutes of January 6, 2021. SVOBODA seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: Discussion Items: Kodiak Island Borough School District — Student Representative Introduction: Bralyn Nixion joined our meeting this week. Nick explained to her what it means to be an ex-officio member of a board. Bralyn introduced herself. Election of Vice Chair: Chair Nick Szabo asked if anyone would like to volunteer to be vice chair. Doug Hogen volunteered. SVOBODA MOVED to nominate Doug Hogen. PRUITT seconded. No objections were made. Outreach: Terri Pruitt presented what she has been working on with the radio stations. Terri discussed radio ads, classified ads, and display ads (bigger pictures). She would like to focus on radio and classifieds as display ads are not economical for the board to use. Before she moved forward with purchasing ads, she wanted to make sure that the coloring book would be fully covered. David Conrad stepped in and said that the coloring book should be covered, additional funds could be put forth to help with that if needed. More discussion on ads ensued. Dave suggested having a group of ads to be able to choose from. Andie suggested creating a Google Drive to be able to share ad ideas. Bralyn asked what the coloring book is for. Nick provided her with an update on and goal with the coloring book. There was a long discussion to clarify what version they had in their packet and if they had edits they would like to add to send them to Staff so that the artist is only dealing with one person. Code Changes to Allow KIBSD Representative: Nick started the discussion about this item. Amy Williams provided an edit regarding the title for the Coast Guard Base Representative title. There was discussion on what dates the student term should be. SVOBODA MOTIONED to move forward the amended proposed code changes to the Borough Assembly for approval. HOGEN seconded. ROLL CALL VOTE ON MOTION CARRRIED UNANIMOUSLY. Engineering & Facilities Report: Engineering & Facilities Director David Conrad provided an update on the coloring book, funding summary for the coloring book, and his hopes for a future coloring book project. He would like to start setting up Landfill tours as weather allows and now that we have KIBSD students involved. The Solid Waste Contract issues have been worked on almost full time these last couple of weeks. A good idea for ads would be to help educate the public about the management of all the large items that get left at dumpsters. We are currently in a budget cycle and he has budgeted $10,000 for SWAB for the upcoming fiscal year. We all should start thinking about the household hazardous waste event with US Ecology/NRC in the spring and possibly fall. Dave also discussed a phone call he had with Andie and would like the Borough to be able to support KANA for an EPA grant to remove hazmat items from the villages. EF Dept is currently working with ADEC (Alaska Dept of Environmental Conservation) on expanding the asbestos disposal cell at the Landfill. Dave is excited about and would like to keep conversations going with involvement of KIBSD students. There was some discussion about how landfill tours would work. Bralyn and Lindsey both made comments that the student council has already began discussion on what they would like to do to help the SWAB board with their mission. There was more discussion on what else the students could get involved with. Threshold: Dave Conrad made a small comment for them. We want to make sure we are paying the artist on time and have coordination through this process. Alaska Waste: David Edwards's only comment was to ask if we can get the word out about notifying Alaska Waste about full dumpsters. There was a long discussion about how people can notify them, where to take bulk items, and any labels/signs that could be put up to help stop people from putting cardboard in the dumpsters. Visitor Comments: None Board Member Comments: D. Hogen —Just wanted to bring up the signs only work for a little while. N. Svoboda — Signs can be updated/changed. Have we ever had City attendance? T. Pruitt — I will work on ads. A. Wall — I will work with Terri to help with outreach. Want to try to increase communication with Google/OneDrive. Really excited about having at student with us. J. Jardine —Asked for an update about the code enforcement officer and cameras. There was some small discussion among the board. P. Cummings —None. B. Nixion — None A.
