10/27/2020 Regular MeetingSOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES October 27, 2020 - 5:15 PM Kodiak Island Borough Assembly Chambers Call to Order Chair Szabo called the regular meeting to order at 5:28 p.m. on Tuesday October 27, 2020. Roll Call P. Valerio conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo, Laine Welch, Nathan Svoboda, and Terri Pruitt. Jason Jardine, Doug Hogen, and Patrick Cummings were absent. Others present were David Conrad, Jena Hassinger, David Edwards, Scott Arndt, and James Dixon. Approval of Agenda WELCH MOVED to approve the agenda. PRUITT seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes WELCH MOVED to approve the minutes of September 29, 2020. SVOBODA seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: None. Discussion Items: Code Enforcement: James Dixon, Kodiak Island Borough Code Enforcement Officer, spoke about his job and what he has been doing so since taking the position. First a little background about himself; he has worked with the Coast Guard and a few other smaller places in positions of Federal Law Enforcement. Which ranged from border control to smaller incidences on properties. In general, James has been taking a lot of time to observe the dumpster pads, Seleif has been the biggest issue that he can see. He believes this is because of the concentration of people that use those dumpsters. James provided the Board with a memo regarding evidence required for solid waste violations. There was discussion among the Board with James about proper evidence to be able to fine someone. Outreach: Laine Welch gave an update to the Board regarding the coloring book from Alaska Waste. She has been working with Laurel and the artist to come up with some ideas and pricing. The Board is now tasked with compiling suggestions for a Kodiak themed coloring book. The best place to start is use the Anchorage or Seward books and change some of the characters to be more Kodiak related (bear instead of moose). There was discussion among the Board regarding some obvious changes and ideas for how to go about getting more funding. Ultimately it was decided to continue the current path with doing what was already discussed at the last meeting to get a coloring book out and into the public's hands. Chair Nick tasked Laine and Terri with going through the coloring book and making decisions on what to keep or change. Laine would like other Board member feed back by November 151n Terri Pruitt has been in contact with Amy Willis in attempts to get the word out that SWAB would like to do the following: have a student representative join at the meetings, figure out what the status of the recycling programs in the schools are, and have some students put together a documentary of the Landfill and Composting facility. Terri said that Amy has send out the request to a few different groups of people in the school district and is waiting to hear back. Engineering and Facilities: David Conrad, Director of Engineering and Facilities, gave a small report. Staff has been working with finance and the Borough attorney to put together a COVID garbage bill rebate for the community. The Borough is working with Alaska Waste to obtain a customer mailing list. It will be for customers that have an active and current account with Alaska Waste, those who have been affected by COVID, and it will be in the about of $253.00. If the customer's account is in arrears, then the Borough will pay the money for the account directly to Alaska Waste. Dave announced at the last Borough Assembly meeting Dave was asked to do research on glass crushing, car crushing, and gasification. And that information will be presented next Thursday October 29 Work Session and should be available to the public on the website. Once the memo has been published, he will send a copy out to the Board. Dave also discussed yard waste. He is going to propose to the Borough Assembly that areas be designated for yard waste. Then have the Borough pay a couple of times per year to have the waste chipped and disposed of properly. Dave also mentioned Threshold Services has received a grant for recycling electronics. This will not be a public event. This is to help Threshold reduce the stockpile of electronics that they have collected. Alaska Waste: David Edwards said he does not have much to report. He will add to Dave's report. They are working on getting a customer mailing list together for the COVID relief. He has noticed that overall, the roll carts have been better - there have been less people leaving roll carts open and less dumpster doors left open. He also reported that they dropped off dumpsters to the Highschool welding class who are going to make them bear resistant and paint them. David is excited about keeping this project local, and his goal is to get all the dumpsters to be bear resistant. Visitor Comments: None 7 a Board Member Comments: L. Welch — I have been on the Board for over a year now and we have not seen much community involvement. There has been lots of frustration with the fact that the Board is unable to accomplish anything. The Board is responsible. I believe that we need to start going to other boards and groups to get the word out and get more involvement. Maybe we can task more members of SWAB to go to other Board meetings to encourage engagement. N. Svoboda — none. T. Pruitt —None. N. Szabo —Thank you staff. Asked Laine to come up with a plan to get members to go to other Board meetings. David Conrad suggested that staff help with the task. Meeting Schedule — Wednesday December 2, 2020.
