REGULAR MEETING MINUTES

Call to Order
Chair Szabo called the regular meeting to order at 5:15 p.m. on Wednesday Dec. 2, 2020.
Roll Call
P. Valerio conducted a roll call, a quorum was established. Board members present were Chair
Nick Szabo, Laine Welch, Patrick Cummings, and Doug Hogen. Terri Pruitt, Jason Jardine, and
Nathan Svoboda were absent. Others present were David Conrad, Jena Hassinger, David
Edwards, Scott Arndt, Aimee Williams, and Paul Van Dyke.
Approval of Agenda
HOGEN MOVED to approve the agenda. CUMMINGS seconded.
VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY.
Approval of Minutes
WELCH MOVED to approve the minutes of October 271h, 2020. HOGEN seconded.
VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY.
Visitor Comments: Andy Wall called in to share support of SWAB.
Discussion Items:
Public Outreach on Radio and with Civic Groups: Chair Nick Szabo gave an update regarding
the most recent outreach they have done. Nick, Patrick, and Ben Millstein all went on the radio
together and discussed recycling for the holiday season. Wanting to reach out more to the
community.
Outreach: Laine Welch gave an update to the Board regarding the coloring book from Alaska
Waste. She has been in touch with Sarah, the artist, and she needs a deposit to be able to do
more work on the book. Nick called around for more sponsors; Alaska Waste ($1000), Kodiak
Island Borough School District ($500), Kodiak Brown Bear Trust ($500). There was some
discussion among the Board about the process to make the payment to the artist.
WELCH made a motion to pay the artist, Sarah, the 50% deposit for the artwork from SWAB's
budget not to exceed $400. CUMMINGS seconded.
ROLL CALL VOTE ON MOTION CARRRIED UNANIMOUSLY.
Engineering and Facilities: David Conrad, Director of Engineering and Facilities, gave a small
report. Staff participated with the coloring book meeting regarding the edits to be done. We
have been very busy with COVID operations. Landfill operations are going well. Had discussions
with appropriate parties regarding the Leachate Plant Fines. There is going to be a settlement
letter that will be brought to the Assembly. Bear activity has diminished. There was a question
and some discussion regarding oily rags and how to dispose of them. Small update on Solid
Waste Contract.
Alaska Waste: David Edwards said he does not have much to report. Dumpsters have been
looking cleaner, less bears, and fewer doors left open. But had a rise in bulky items left out. So
far this year the Bear Aware Areas have seen much less activity. Clarified that yes, Alaska Waste
would cover half, up to $1000, of the cost of the coloring book.

Board Member Comments:
D. Hogen —He saw a commercial regarding getting back to the dry laundry detergent in
cardboard boxes to reduce plastic in landfills —that would not work for Kodiak. Get the
community to start thinking about ways to recycle the liquid laundry detergent jugs or maybe
other options.
P. Cummings — Thanks Aimee, congratulations, and Welcome!
L. Welch —This is my last meeting at SWAB. I may come back in the future but for now I need to
step back. Excited about Aimee being on Assembly and with SWAB. Appalled by the community
involvement. City has only been to one SWAB meeting since she has been on the Board. I am
truly disheartened by the level of involvement. I also want to thank Nick for his guidance, Dave
Conrad, Jena, and staff for all the enthusiasm, follow through, and support.
N. Szabo —Thank you staff. Thank you, Laine — you are irreplaceable. And remember you do not
have to be a member to help out with projects.
