REGULAR MEETING MINUTES
Date: November 10, 2020
Call to order: 5:33 pm
Commissioners Present: Jason Chandler -Chair, Dave Conrad, Billy Ecret, Greg Egle-V ce
Chair, Dave Heuman-Secretary and Chris Windnagle. All present, 1 vacant seat.
Approval of agenda by unanimous vote.
Approval of the minutes by unanimous vote for the Regular Meeting of October 13,
2020.

Contractor Comments , Kevin Arndt.
1. Finished pot hole work order on S Russian Ck Rd, sealed fresh edges with crack
seal.
2. Chipped up the brush at the Sgt Ck Dumpsters, haul off to follow.
3. Put up new signs at Sgt Ck dry hydrant by Fireball Barrow Pond.
4. Did some ditching along Mid Bay Dr near pit 1/gravel leg from Sgt Ck Rd
5. Sneik Dr work order to fill and compact/grade completed.

2. Budget
a. FD at 8% expended to date.
b. Road Service at 50% expended with pending invoices included.

2. Road Service
a. Potholes completed
b. Chipping completed, haul off pends
c. No update on culvert markers.
d. Letters
i. Sent a letter to the KIB re: culverts at 12667 S Russian Ck Rd are
filling with gravel, part of 2009 FEMA flood response work.
ii. Letter pends re:Sgt Ck Rd flooding at the Chiniak Highway. The
KIB has retained this project on their Capital Improvements
Projects List, will wait for results from DC after speaking with
KIB Lobbyist re:State Funding outlook.
New Business
I. Fire Department;
a. The Halloween candy giveaway with the Womens Bay Community Coun-
cil went quite well, but WBCC members got a bit chilly! A Christmas with
Santa event remains to be planned, however hauling a trailer may be prob-
lematic depending on road and weather conditions.
2. Road Service
a. Greg Egle and Dave Heuman will need to get sworn in. There were no
write in votes tabulated; we have one unfilled/vacant seat.
b. KIB has ordered some Road Flooded signs, will supply 2 to SAB for the
Sgt Ck Rd seasonal flooding, interim bandaid measure.
c. Discussed stockpiling gravel for road sanding during icy conditions, like
last year. Consensus reached that results don't justify the effort, as the pile
freezes so hard that the track hoe can't even break it up for use. Will have
to haul gravel from town as needed per occurrence.
d. Consensus reached to hold off on any more maintenance work orders until
after winter season, and budget is reviewed for balance in spring time for
remaining work to be generated.

Board Member Comments
1. DC; John Isadore sends his regards from Oregon. We should try to find someone
with an interest to fill our vacant seat, several names were suggested, time will tell
2. CW; Congrats to GE and DH for their re-election to the Board.
3. JC; Any and all input from board members on road conditions and suggested ac-
tions are appreciated as the winter continues.
4. DH; Noted missing road sign at Sgt Ck/Salmonberry signpost. Will conduct sur-
vey to generate a complete list for further action/missing signage.
