A special meeting of the Kodiak Island Borough Assembly was held on November 9, 2020, in
the Borough Assembly Chambers, 710 Mill Bay Road. The meeting was called to order at 4:30
p.m.
Present were Mayor Roberts, Assembly members Scott Arndt, Duane Dvorak, Julie
Kavanaugh, Geoffrey Smith, Dennis Symmons, James Turner, and Amy Williams. Also present
were Borough Manager, Michael Powers, and Borough Clerk, Alise Rice.

CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
Reconsideration Of The Vote Taken On Ordinance No. FY2021-01 D Version 2 An
Ordinance Of The Assembly Of The Kodiak Island Borough Amending Ordinance No.
FY2021-01, FY2021 Budget, To Account For Federal Cares (Coronavirus Aid, Relief,
And Economic Security) Act Revenues That Are Over Budget, Providing For Additional
Expenditures And Moving Funds Between Projects.
Clerk's Note: On November 61h Assembly member Turner filed with the Clerk an affidavit of
reconsideration on the vote taken on Ordinance No. FY2021-01D Version 2, at the regular
meeting of the assembly on November 5, 2020. The vote carried five to two. Kavanaugh,
Schroeder, Symmons, Turner, and Dvorak (AYES); Skinner and Arndt (NOES).
TURNER moved to reconsider the vote taken on Ordinance No. FY2021-01 D Version 2.
ROLL CALL VOTE ON THE MOTION TO RECONSIDER FAILED FOUR TO THREE: Dvorak,
Kavanaugh, Smith, and Williams (NOES); Symmons, Arndt, and Turner (AYES)..
2. Approval Of First Amendment To Contract No. FY2019-25 Residential And Commercial
Solid Waste Collection And Recycling Services Between The Kodiak Island Borough And
Waste Connections Of Alaska, Inc. DBA: Alaska Waste.
KAVANAUGH moved to approve amendment No.1 to Contract No. FY2019-25 between the
Kodiak Island Borough and Waste Connections of Alaska, Inc. dba Alaska Waste.
This amendment will clarify errors and conflicting language associated with cost components for
residential and commercial solid waste collection and recycling services.
And in addition, establishes a rate component for commercial roll cart and self -haul commercial
rates.

ARNDT moved to postpone amendment No.1 to Contract No. FY2019-25 to the next regular
meeting of the assembly on December 3, 2020.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Kavanaugh, Smith, Symmons,
Turner, Williams, Arndt, and Dvorak.
ADJOURNMENT
ARNDT moved to adjourn the meeting.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 5:11 p.m.
