09/23/2020 Regular MeetingSOLID WASTE ADVISORY BOARD REGULAR MEETING MINUTES September 23, 2020 - 5:15 PM Kodiak Island Borough Assembly Chambers Call to Order Chair Szabo called the regular meeting to order at 5:18 p.m. on Wednesday September 23, 2020. Roll Call P. Valerio conducted a roll call, a quorum was established. Board members present were Chair Nick Szabo, Laine Welch, Doug Hogen, Patrick Cummings, Nathan Svoboda, and Terri Pruitt. Jason Jardine was absent. Others present were David Conrad, Jena Hassinger, David Edwards, Chris Lynch, Jennifer Nutt, and Scott Arndt. Excuse Absent Members PRUITT MOVED to excuse Jason Jardine. WELCH seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Agenda CUMMINGS MOVED to approve the agenda. WELCH seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Approval of Minutes WELCH MOVED to approve the minutes of August 26, 2020. HOGEN seconded. VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY. Visitor Comments: Terry Hines spoke about the Bear Aware (bear cart -less zone). Discussion Items: Electronics Recycling/Threshold Recycling: Laine Welch began the discussion about the electronics recycling handouts she provided for the agenda packet. Other communities are doing electronic collection events. Chris Lynch also spoke about pricing and collection of electronics in Kodiak. There was discussion among the Board about recycling in general, contract costs, advertising, fee schedule, and getting recycling back into schools. Terri Pruitt said she would be willing to head the efforts of making a presentation to the schools when the time was appropriate. In summary it is a good topic to bring up, lots of options to investigate. Alaska Waste/Outreach Video: Staff played the pre-recorded video from Laurel Andrews from Alaska Waste in Anchorage. There was some discussion with David Edwards about how the App has been advertised and costs of the coloring book. David Conrad suggested that we talk to Chris Lynch about Threshold being the purchaser as a non-profit to save some money. Dave also suggested that we use this as a steppingstone to get into the schools and maybe to bring in the Coast Guard Base more. Laine said she would send out the pricing emails for the Board to review. Dave said that he would contact Chris and see if she would open to the idea of the coloring book. Net Your Problem Presentation: Nicole Baker from Net Your Problem made her PowerPoint presentation over the Zoom meeting. There were many items discussed after by the Board. David Conrad said there were lots of assumptions being made and details that would have to be discussed in a more direct conversation with Nicole if SWAB/Borough was interested in participating in the program. Nicole presented the pricing of $360 per ton (so the Borough would still make $5 per ton) and the shipping costs would be the responsibility of Net Your Problem. Outreach: Laine Welch gave an update to the Board. There are ads in the Kodiak Daily Mirror and on the radio, mainly focused on being Bear Aware. There has been a lot of good info provided in this meeting that she would like to include in the next Kodiak Daily Mirror article that she does. Chair Nick Szabo suggested that she do an article on the code enforcement officer. There was a small discussion about how the new code enforcement officer is doing, and what his approach is. There was discussion about how the dumpster sites are doing. David Conrad told the Board that Engineering and Facilities Department has received game cameras to be able to put to use. Laine Welch brought up that if people are leaving the dumpster sites as messy as they have been it does that ultimately result in higher trash fees. Patrick Cummings noted that people need to change their habits. The cameras are a great idea, but remember people will not change unless there are fees/laws that are enforced. Doug Hogen thought that sometimes people leave stuff outside the dumpsters incase someone else could make use of it. There was a small discussion about a reuse/transfer site. Not an encouraged idea due to issues with compliance and expensive to operate. Visitor Comments: None Board Member Comments: P. Cummings —None. D. Hogen — It is nice to see Chris Lynch here — it would be great to see and hear from her more. L. Welch — Great meeting tonight. I wish there were some way to broaden the discussion and get more community involvement. N. Svoboda —none. T. Pruitt —Working on more social media posts. D. Conrad — Chris Lynch is frustrated, as many of us are, that these meetings are just talking with no action. And it would be good to focus on one subject and get something done.
