REGULAR MEETING MINUTES

Call to Order
Chair Szabo called the regular meeting to order at 5:20 p.m. on Wednesday, August 26, 2020.
Roll Call
P. Valerio conducted a roll call, a quorum was established. Board members present were Chair
Nick Szabo, Laine Welch, Doug Hogen, and Terri Pruitt. Nathan Svoboda, Jason Jardine, and
Patrick Cummings were absent. Others present were David Conrad, Jena Hassinger, David
Edwards, Andy Schroeder, Scott Farling, Duane Dvorak, Scott Arndt, and Dora Cross.
Excuse Absent Members
HOGEN MOVED to excuse Nathan Svoboda and Jason Jardine. PRUITT seconded.

Approval of Agenda
PRUITT MOVED to approve the agenda. HOGEN seconded.

Approval of Minutes
WELCH MOVED to approve the minutes of July 20, 2020. HOGEN seconded.

Visitor Comments: Terry Hines spoke about the Bear Aware (bear cart -less zone).
Discussion Items:
Dumpster Abuses: Engineering & Facilities Director David Conrad began the discussion about
this issue. He spoke about the new code enforcement officer and the attempts that Community
Development have made. Dave emphasized that this issue is a public education/outreach issue.
Board member Terri Pruitt pointed out that the public think that it is Alaska Waste's problem.
Board Member Laine Welch brought up what Doug Hogen has previously pointed out that
having your trash picked up is a privilege not a right. There was discussion among the Board
about different situations and possible solutions.
Fishnet Recycling: Board member Laine Welch introduced Andy Schroeder and Scott Farling
and gave a little history about their project. Their program is two years old. Andy and Scott
discussed collection, outreach, research, and education. They are working with some different
Universities and have students doing research (that they get credit for) and they also have
interest from HP (Hewitt -Packard). HP is looking to produce products that are made from
recycled material. Andy and Scott explained there is more work to be done but they are excited
to share this project with SWAB. There were some questions from the Board and some
discussion about what this would mean for the Borough.
Engineering & Facilities: David Conrad, Kodiak Island Borough Engineering and Facilities
Director, provided an update to the Board. New issues have arisen with the new garbage
contract with commercial and residential, EF and Alaska Waste will work together to find
solutions. Alaska Department of Environmental Conservation (ADEC) has issued the Leachate
Treatment Plant Fines for compliance issues. EF and ADEC have a meeting scheduled in the
morning to discuss further. EF is corresponding with Jacobs (consultants) to come up with
solutions to the issues there. Dave explained that since he started at the Borough the Leachate
Treatment Plant has come leaps and bounds in the right direction, but there will always be
more work to do.
Alaska Waste: David Edwards gave an update to the Board. He discussed medical waste
solution that he has found is that you can buy a container from the United States Post Office
and once it is filled the customer can send it off for a flat fee. Alaska Waste is still dealing with
unhappy customers about roll carts being removed, but also mentioned that the bear activity
seems to be down in those areas. David also announced that the Alaska Waste app is now
online and running smoothly. There was a question from Chair Nick Szabo about if Alaska Waste
drivers could get a photo of the people who overfill their roll carts. David explained that their
drivers already do, they make a note on the customers account, make a phone call directly to
the customer to encourage them to not overfill, and then charge them for an added bag fee if it
continues to happen.
Outreach: Laine Welch gave an update to the Board. There are ads in the Kodiak Daily Mirror
and on the radio. Laine is excited that Laurel from Alaska Waste will join in for the next meeting
to discuss more outreach possibilities. Laine is working on the September column for the Kodiak
Daily Mirror and would love input. Terri Pruitt shared that she talked with Kodiak Daily Mirror
as well and that SWAB will be able to have a publication in the Community Events section as
well. She would like to get small sized ads up to social media and be able to post around town.
The idea is to keep them short so that will stick. More discussion among the Board followed
about the coloring book that Laurel provided and getting schools more involved with the
outreach.
Threshold Services: David Conrad provided an update for Chris Lynch who was absent.
Threshold's biggest concern right now is electronic waste. They are being charged $10 per item,
which is unsustainable. These items may end up going to the Landfill. Which would affect the
Landfill and Leachate Treatment Plant permits because with electronic waste comes a higher
metal content for the discharge.

Board Member Comments:
L. Welch — Pleased that Andy and Scott were able to make their presentation and that net
recycling is being discussed. She agrees that neighborhood watches or any deterrent are good
ideas for dumpsters.
D. Hogen — We need to keep coming up with more ideas for keeping dumpster sites cleaner.
Excited about fishing gear recycling.
T. Pruitt — Laine and I will get together and work on more ideas.
N. Szabo — Thank you staff. Up till dumpster diver issues last night most people have been
complying recently.
