2020-07-15 Regular MeetingKODIAK ISLAND BOROUGH PLANNING AND ZONING COMMISSION MINUTES July 15, 2020 Regular Meeting 6:30 pm -Borough Assembly Chambers CALL TO ORDER CHAIR TOWNSEND called to order the July 15, 2020 regular meeting of the Planning & Zoning Commission at 6:30 p.m. PLEDGE OF ALLEGIANCE CHAIR TOWNSEND led the pledge of allegiance. ROLL CALL The Chair shall cause the record to reflect the absence of the member, the REASON for the absence, and whether the absence is excused by the Commission. Commissioners present were Dave Townsend, Alan Schmitt, Kent Cross, and Matt Novello. Absent were Kyle Blondin, Joe Delgado, and Sarah Harrington. A quorum was established. Community Development Department staff present were Director Erin Welty and Alise Rice (Clerk's Office). APPROVAL OF AGENDA COMMISSIONER CROSS MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES COMMISSIONER CROSS MOVED to approve the January 18, 2020 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. A) CASE: 20-007. A rezone, per KIBC 17.205, of Lots 1 and 2, Isthmus Bay from RR2 - Rural Residential Two to C - Conservation. The applicants are Brenda and Jerrol Friend. The location is 37961 and 38051 Chiniak Hwy and the zoning is RR2 - Rural Residential Two COMMISSIONER CROSS MOVED to recommend that the Assembly approve the rezoning of Isthmus Bay Subdivision Lots 1 and 2 from RR2 - Rural Residential Two to C - Conservation, subject to conditions of approval and to adopt the Findings of Fact found in the staff report dated July 2, 2020 in support of this recommendation. Director Welty gave a staff report. Open public hearing: Jerrol Friend spoke regarding his intentions for the property. Close public hearing: Kodiak Island Borough Planning & Zoning Commission Minutes July 15, 2020 Page 3 Commission discussion. CONDITIONS OF APPROVAL 1. Modify lot lines so that rezoned lots meet the C - Conservation District 5-acre minimum lot area requirement. FINDINGS OF FACT 1. Lodge -type businesses are prohibited in RR2 - Rural Residential Zoning District. 2. The rezone would be consistent with the objectives of the comprehensive plan. 3. The requested zoning district, C - Conservation, requires a minimum lot area of 5 acres. The area of Lot 1 is 4.47 acres. ROLL CALL VOTE ON MOTION CARRIED 4-0. OLD BUSINESS — None.
