KODIAK ISLAND BOROUGH
ORDINANCE NO. FY2021-01C
AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING
ORDINANCE NO. FY2021-01, FY2021 BUDGET, TO ACCOUNT FOR FEDERAL CARES
(CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY) ACT REVENUES THAT ARE
OVER BUDGET, PROVIDING FOR ADDITIONAL EXPENDITURES AND MOVING FUNDS
BETWEEN PROJECTS.
WHEREAS, the assembly acknowledges during the recent COVID-19 pandemic many of our
citizens and businesses are experiencing financial hardships; and
WHEREAS, the Federal Government provided funding under Section 601(a) of the Social
Security Act, and added by section 5001 of the CARES (Coronavirus Aid, Relief and Economic
Security) Act in response to the recent pandemic; and
WHEREAS, the Assembly passed resolution FY2020-32 accepting the CARES Act grant in the
of $5,792,501 for the benefit of the Kodiak Island Borough community; and
WHEREAS, the Borough received the first of three payments in the amount of $4,836,892.90
on June 26, 2020; and
WHEREAS, the Assembly requests a transfer of $1,570,000 to the KIBSD (Kodiak Island
Borough School District) for physical improvements to buildings, custodial cleaning staff, distance
learning, distancing barriers, PPE and other related supplies; and
WHEREAS, the Assembly requests $1,200,000 to the Borough for physical improvements to
buildings, staffing expenses for EOC (Emergency Operations Center), quarantines and elections,
distancing barriers, PPE and other related supplies; and
WHEREAS, the Assembly requests a $100,000.00 budget increase for the payment of non-
profit grants; and
WHEREAS, the Assembly requests a $500,000 budget increase for the payment of KEDC
(Kodiak Economic Development Corporation) recommended business grants; and
WHEREAS, the after hearing public testimony, the Assembly now desires to amend the FY2021
budget and to and appropriate the funds from the Cares Act Grant accepted by Resolution
FY2020-32.

NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: This ordinance is NOT of permanent nature and shall NOT become a part of the
Kodiak Island Borough Code of Ordinances.
Section 2: A $1,570,000 payment will be made to KIBSD through the central treasury.
Section 3: A $1,200,000 transfer to the Borough's COVID-19 project.
Section 4: The budget for non-profit grants will be increased by $1,000,000 to fund grants.
Section 5: The project budget for business grants will be increased by $500,000 to fund the
KEDC grant recommendations.
Section 6: The balance of $1,522,500.90 of the total of $5,792,500.90 expected to be
received under the CARES Act Grant will be held in the CARES Act Grant reserve
pending further appropriation by the Assembly.
Section 7: The amounts listed in sections 2 through 6 of this ordinance are hereby
appropriated for the purposes stated.
Effective Date: This ordinance takes effect upon adoption.
