November 19, 1987
A regular meeting of the Kodiak Island Borough Assembly was held
November 19, 1987 in the Assembly Chambers of the Kodiak Island
Borough Building, 710 Mill Bay Road. The meeting was called to
order at 7:30 p.m. (A verbatim record is on file in the Clerk's
office)
The invocation was given by the Reverend M. Gene Leuders,
Frontier Southern Baptist Church, followed by the Pledge of
Allegiance.

CITIZEN'S COMMENTS
Dave Shrader commented on Resolution 87-73-R and referred to his
letter to Governor Cowper (assembly had copies). He thanked the
assembly for considering this resolution opposing passage of
federal limited entry in the halibut, sablefish, groundfish or
any other fisheries and suggested the resolution be forwarded to
other coastal communities because limited entry would effect them
also.
Wally Johnson referring to comments he had made at the November
5, 1987 assembly meeting, read a letter from the state of Alaska
Office of the Attorney General addressed to Fred Zharoff. He
said it was their opinion that a borough may not retain a
percentage of a city's taxes without an agreement with that city.
He said he wished any actions that played the assembly and city

council against each other would cease until a committee could CITIZEN'S COMMENTS
review the possibilities of some sort of coming together of the
two groups.
COMMITTEE REPORTS COMMITTEE REPORTS
Dennis Smedley noted he would be available to answer questions
regarding the Planning and Zoning Commission. He also noted that
his appointment would be up in December and he thanked the
assembly for the opportunity to serve the community.
Assemblymember Barker, assembly representative to the Hospital
Board, commented that the "Notice to Proceed" with the hospital
site work had been signed and served as an indication of a
commitment to build the new hospital.
Assemblymember White, assembly representative to the Kodiak
College Board, reported that Carolyn Floyd, Director of the
college, would be retiring and a search for a replacement would
be initiated.

The presiding officer called for public testimony, there being
none, the assembly was reconvened.
At the request of the assembly, Acting Mayor Freed explained the
ordinance defines the term "vacancy" for purposes of utility
payments and also stated late fees would not be charged until
after the 20th of the month to bring them in line with other
utility payments in the community.

The presiding officer called for public testimony, there being
none the assembly was reconvened.

seconded by MERRIMAN 2.45.010 by deleting
"the borough mayor and
confirmed by" and Section
2.45.040 (A) deleting "owned
buildings and public works"
and substitute "capital".
Assemblyman Gregg explained his reasons for this amendment.
Assemblymember Barker said that she agreed with the change in
Section 2.45.010 but not the change in Section 2.45.040(A) so she
would vote against the motion.
Assemblyman Gregg asked for a division of the question.

A discussion followed between the assemblymembers regarding the
advantages of the Architectural Review Board holding a public
hearing before presenting a final proposal to the assembly.
Assemblyman Gregg pointed out that a public hearing was not
required. He noted the board was empowered to hold a public
hearing if they desired to do so.
Assemblymember Barker agreed with Assemblyman Gregg's statement
and withdrew her motion.

Acting Mayor Freed pointed out for the audience that the assembly
would be meeting jointly with the School Board to discuss the
design for the Port Lions High School Replacement on November 30,
1987.
Also, she said the work at the hospital site would be starting
soon and the cleared trees would be piled up on the corner of
Woody Way and Rezanof Avenue. The public should listen to the
radio and watch the newspaper for announcements on how the
process for disposing of this wood would work. She thought it
would probably be a permit system where the public would come
to the borough building to get a permit to cut wood.

Assemblymember Barker explained the amendment would take the
resolution one half step further to say the assembly wanted an
in-depth study of the economic impact not just on the coastal
communities but on the entire fishing fleet.

Acting Mayor Freed explained that the Port Lions school gym and
vocational education building had burned last Thursday. The
borough staff had met with the insurance company and the loss
would be reimbursed. In order to get the building replaced
as soon as possible, she said the staff had recommended the
architect who had been approved to design the Port Lions
classroom addition project now in construction to design the new
building.

COMMENTS
Assemblyman Merriman commented on the recent Alaska Municipal
League meeting held in Anchorage were he said he had met a number
of new people interested in the furtherance of a better Municipal
League. He said he had attended very good work sessions and
several points were brought up that could be valuable in the

future. He said some very interesting facts came out of meeting ASSEMBLYMEN'S
with the Southwestern Alaska Municipal Conference such as high COMMENTS
seas interception of fish which was taking money away from (continued)
Alaska and the United States. He said it was a well attended
meeting with Kodiak being well represented.
Assemblymember Barker commended Linda Freed on the manner in
which she handled the school fire in Port Lions in the absence of
the mayor.
Acting Mayor Freed said credit should also go to the Facilities
Department and the School Board.
Assemblyman White commented on the Port Lions school fire and
said he was pleased that the staff and School Board had moved so
quickly. He said the insurance would not only cover replacement
of the building but also the contents. He noted that during work
sessions with the school board, the assembly had indicated they
would be willing to add more money into the rebuilding of the
school because the old facility was not very good due to age and
construction. He said that he appreciated KMXT's coverage during
the recent tsunami warning and said it was especially helpful to
residents in outlying areas. He announced there would be a joint
assembly/city council work session on November 24, 1987 at 7:30
p.m. Also, there would be no work session on November 26, 1987
in observance of Thanksgiving Day.
ADJOURNMENT
There being no further business to come before the assembly,
the meeting adjourned at 8:23 p.m.
