March 19, 1987
A special meeting of the Kodiak Island Borough was held March 19, SPECIAL MEETING
1987, in the Conference Room of the Kodiak Island Borough
Building at 8:00 p.m. The meeting was called to order at 8:03 p.m.
There were present:
Lorne White, Presiding Alan Austerman
Ann Barker Ken Gregg
Jack McFarland Wayne Stevens
Absent:
Eric Blankenburg (excused)
comprising a quorum of the assembly; and
Jerome Selby, Borough Mayor
Shirley Berns, Deputy Borough Clerk
ITEM OF BUSINESS
A. Contract for operation of baler facility.
AUSTERMAN,
seconded by MCFARLAND
moved to reject all bids,
rewrite the bid and
readvertise.
Assemblymember Austerman said the $26,000 per month that the
staff requested was more than the amount several other bidders
told him the cost of operation would be; also, he felt that
there should be some type of preferential bidding in the document.
Assemblymember McFarland said he was having a problem with the
equipment being involved with the bidding. He wanted the bid to
go out differently with the equipment isolated from the bid and
sold.
Mayor Selby explained that the equipment was not part of this
bid.
Assemblymember Gregg stated his reason for supporting the
motion was the fact that the bottom line figures on the bid
were not based on reality as to how much the operation was really
going to cost. He would like to see a "fixed monthly rate" bid.
Assemblymember Austerman agreed with Mr. Gregg and felt there
were a lot of overlapping things in the way the contract was bid.
He felt the contract was too open-ended.
Assemblymember Barker said she would stand with the way the
assembly first recommended awarding the bid. She agreed there
were a lot of variables but since no one had ever operated the
baler, this was a good method to start.

Assemblymember Stevens said there was confusion in the bidding
document. He said the contract required minimum equipment to
operate the baler facility but was very specific about the type
of equipment. He said he hadn't seen enough information to feel
comfortable that the assembly was headed down the right road. He
felt there were too many unanswered questions about the bidding process.
Presiding Officer White summarized by saying the assembly didn't
have a problem with the contractor or bid itself, but in the way
the administration had laid out the bid document.

Mayor Selby explained the reason the document was presented in
such a manner was due to the unknown factors involved and stated
the only way there could be control on the final contract price
was to have some flexibility in working with the contractor for
the first two years to minimize some of the costs. If the
contract is bid at a "fixed price", he predicted that garbage
rates would go up because the contractor would have to bid high
to protect himself due to so many unknown factors.
Mayor Selby answered questions from the assembly regarding Mr.
Bulen's present contract with the city.

ADJOURNMENT
There being no further business to come before the assembly, the
meeting adjourned at 8:17 p.m.
