1986-04-17 Regular MeetingKODIAK ISLAND BOROUGH Special Assembly Meeting April 17, 1986 A special meeting of the Kodiak Island Borough Assembly was held SPECIAL April 17, 1986, in the Conference Room of the Kodiak Island Borough MEETING Building at 6:00 p.m. The meeting was called to order at 6:05 p.m. (A verbatim record is on file in the Clerk's office.) There were present: Lorne White, Presiding Alan Austerman Eric Blankenburg Ken Gregg (one seat vacant) Absent: Ann Barker (excused) Ed Naughton (absent) comprising a quorum of the assembly; also Jerome Selby, Borough Mayor Gaye J. Vaughan, Borough Clerk ITEMS OF BUSINESS A. Installation of Newly Appointed Assemblymember The Borough Clerk administered the oath of office to Martha Ruble as the newly appointed assemblymember. Assemblymember Ruble then took her seat on the dais. PUBLIC HEARING B. Resolution 86-32-R Approving The FY 87 School District Budget And Determining The Total Amount Of Funds To Be Made Available From Local Sources. BLANKENBURG, seconded by GREGG moved to adopt Resolution No. 86-32-R. The presiding officer called for public testimony. Gary Stevens, president of the Kodiak Island School Board, presented the Board's stand on the budget request. He noted that should further state and/or federal cuts be made, the board will be back to the as- sembly with a request for more funding. John Witteveen, Assistant Superintendent of the Kodiak Island Borough Schools, stated there was uncertainty about state funding at this time. He said if the assembly reduced the budget further it would have an even greater effect on the operating budget and he requested the budget be considered as a minimum local appropriation for schools. The presiding officer closed the public hearing. AUSTERMAN, seconded by BLANKENBURG moved to amend by deleting the $500,000 fund balance. INSTALLATION OF NEW ASSEMBLYMEMBER RESOLUTION NO. 86-32-R Assemblyman Austerman explained that he was requesting elimination of the fund balance carried by the school district. Also, he said that he understood the need for meeting with the board again after the state budget was finalized and was willing to do so. Mayor Selby clarifed that the FY 87 estimated fund balance would not be dropped to zero by this amendment. He explained that the $500,000 represented savings from local appropriations and would be shown as being the first primary source of funding for the school district in FY 87. He said the amendment would basically make the total $1,705,825 ($500,000 fund balance plus $1,205,000 in new funding.) L17 Kodiak Island Borough Special Assembly Meeting April 17, 1986 In response to questions, the mayor also noted that the total direct RESOLUTION expenditure out of the general fund for educational support was NO. 86-32-R approximately $280,000. (Fire and liability insurance on school (continued) buildings is approximately $250,000; audit expenses are $22,000-23,000; plus additional other indirect costs) Assemblyman Blankenburg said he preferred to work with definite figures after he knew what the state was contributing rather than guessing at the figures. The presiding officer asked Assemblyman Austerman if he would entertain a friendly amendment to change his motion to identify the FY 87 Budget rather than the fund balance. Assemblyman Austerman, as the maker of the motion, with the concurrance of Assemblyman Blankenburg, his second, agreed to change the motion to: moved to amend by deleting $500,000 from the FY 87 budget. Assemblyman White stated that he did not want to see the amount of money collected for tax purposes be increased this year and he desired to hold the line.
