REGULAR MEETING MINUTES
June 22, 2020 - 5:15 PM

Call to Order
Chair Szabo called the regular meeting to order at 5:15 p.m. on Monday, June 22, 2020.
Rall Call
P. Valerio conducted a roll call, a quorum was established. Board members present were Chair
Nick Szabo, Jason Jardine, Patrick Cummings, Laine Welch, Nathan Svoboda, and Terri Pruitt.
Doug Hogan was absent. Others present were David Conrad, Jena Hassinger, David Edwards,
Chris Lynch, Scott Arndt, and Dora Cross.
Approval of Agenda
WELCH MOVED to approve the agenda. CUMMINGS seconded.
VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY.
Approval of Minutes
WELCH MOVED to approve the minutes of June 8, 2020. CUMMINGS seconded.
VOICE VOTE ON MOTION CARRRIED UNANIMOUSLY.
Visitor Comments: None.
Discussion Items:
Engineering & Facilities Director David Conrad provided an update to the Board about multiple
topics. E/F department will present the Assembly with the recycling contract and suggest
awarding to Threshold Services and Mr. Conrad asked the Board to write a letter in support of
award.
WELCH MOVED to send a letter of support to award the recycling contract to Threshold
Services, Inc. SVOBODA seconded.
ROLL CALL VOTE ON MOTION PASSED 6-0.
Mr. Conrad announced that the Household Hazardous Waste Event this Saturday June 27. He
also discussed a few more items with the Board. The Landfill front end loader procurement was
approved by the Assembly. Currently, surveying is going on at the Landfill, looking into
expansion of the asbestos cell. Mr. Conrad presented the dumpster power point and discussed
yard waste locations. E/F department received two FoodCycler units to demo, we will randomly
pick two Board members to demo. Discussed information about gasification process and will do
more research on the subject as time allows.
Laine Welch discussed briefly with David Conrad about the net recycling programs. Grundens
clothing company is doing a program where they are collecting nets, shipping them off, and
having it made into a yarn product. That which Grundens then can turn into clothing.
Roll Carts Discussion:
David Conrad announced that he was given direction to follow the current contract. Roll carts
will be removed; its in the contract and was recommended by this Board. The Borough can look
at the it later and reevaluate.
Chair Nick Szabo gave a brief background of the contract and what has happened in the past
with roll carts. If the Borough removes the roll carts, we need to provide additional dumpsters.
And asked Craig Walton, from the City Public Works, if he would like to speak to the matter.
Craig Walton briefly went over what he knows about the situation. He has been working the
best he can with Mr. Conrad. Chair Nick Szabo stated that Mayor Pat Branson asked him to
speak at the next City Council meeting about the situation and see where it goes there.
The Chair asked the opinion of the Board and Nate Svoboda spoke up. Mr. Svoboda believes
that this issue should not be reopened. Discussion ensued regarding the roll carts.
David Edwards from Alaska Waste gave an update on where they are at with removing and
replacing roll carts. They expect to finish the process this week, except for the bear aware
areas. The bear aware areas will keep their old roll carts until new dumpsters have been placed.
Other Discussion Items:
Craig Walton gave an update about the City compost. Things are running well, and they will be
working on marketing it more to the public. Currently, the public can come out Thursdays and
Fridays by appointment with buckets or dump trucks if they would like to buy some. It is a nice
compost product and works very well on lawns and gardens. Discussion ensued about the
process. Some of the Board members would like to get a tour of the facility someday.
Laine Welch discussed the Outreach that she has been doing. The ads seemed to be successful;
"trash -busters" caught on. She has shifted advertising topics to be about the roll carts and
Household Hazardous Waste event. She feels like she has direction for continuing with ads,
more about roll carts, proper use of roll carts, fines for improper use, and the City compost.

caution and bird feeders, let me know. I will be in and out of office until mid-July.
